2. ASTORIA, OREGON, FRIDAY, MAKGII 20, 11KXJ. Morning Astorian Established 1873. . RATBSi feat by unit, par year, . , $6 00 Bent by mail, per mouth 50c Served by carrier, per month 60o Confronted wUh the necessity of pro- vhltng large sums of money for the re lief of the Transvaal and for buying out the Irish landlords, says the Call, the British taxpayer has also to meet the demands of the ministry tor a heavy increase of expenditures for both the army and navy. At the ?ame time the farmers of th kingdom are clamor tng for protjetion. while the streets of Ihe bis elites swarm with unemployed laborers diiiindin work and ware?. It is a time of peace in Great Britain, but her war burdens cannot be laid . aside. The estimates for the year in clude expenditures of JlTI.tXSO.OOO for the army and about $1SO,000.000 for the navy. Such sums would in years gone by have been sufficient to carry on a war with a firs class power. They are now required merely as a preparation, und more likely to increase than di minish In the years to come. Brod rlck's bill providing for establishing six army corps, three for service in distant parts of the mplre and three to remain at home as a reserve, brings before the British public a clear view of the dan gers which confront them and also a perception of the coast entailed by the necessity of guarding against the men ace. Even at this time It Is said that some of the more far-sighted states men are uneasy over the advance of Ttusia and Persia. The feeling is more acute In India than in London, and de spite the assurance given in Parlia ment by lord Cranbome that all pros pecta point to the early establishment of an amicable agreement with the gov ernment of the csar, dispatches from Calcutta are to the effect that both Lord Curson and General Kitchener are extramely eager to have the defens ive positions along the entire Indian frontier, greatly strengthened not only us to fortifications, but as to the num ber and equipment of the garrisons. xne siiuauon 01 course is uc .mm uu ""British statesman can guard against. Europe has become an armed camp, and Britain must be ready to defend .herself. There is no other way. It ia either empire" nothing.
