The statement as herein quoted Is the substance of Ger many's contention rather than from any specific language that has been employed by them. The .time has arrived when the Am rrlcan people must face the serious is u8 that grow out from our SO years at enforcement of the doctrine that was enunciated by President Monroe in 1822. We must realise that it is not small thing for this nation to Issue a virtual command to the powers cf the world, inhibiting them from terri torial Rggiandlwrn-'nt in South Ameri ca. And. 1f we are to reiterate such a command we must be . eady to back It with the necessary sinews of war. Germany argued, during the recent Venezuelan negotiations, that, if the United States claimed he right to con tinue the Monroe doctrine in force. It aiust accept the logical accompaniment responsibility for the flnancl.il obli gations of the South American coun tries to protect which the United States originally formulated the doctrine of European non-interference or acquisi tion. - It must be admitted that there Is a modicum of reason in Germany's con tention. A privilege logical! carries an aecomi'anying duty. And, f the - United States claims the prlvlleg-j of dictating the South American status It must not forego completely all tespons Ibility for fuch obilgations as South American powers may create. Germany, from Germany's point of view. Is correct She sees, and correct ly, too. that the United States, through President Monroe, enunciated the Monroe doctrine through selfish mot ives. It is bosh for us to pretend to any other and higher sentiment than elf-Interest "in the premises. Presi dent Monroe was safeguarding the country of which he was the executive head. He was not actuated by any lofty notion of making this nation the Arcadian protector of those smaller peoples to the south of us. The Mon roe doctrine Is Justified only as a Biean3 of neces!t j for us. These are cold-blooded truths whence we have no escape. Let vs not fail to do ourselves the Justice of telling ourselves the truth about ourselves. And yet, when all has been iald and due Justice has been done to Ger many's contention, there remains Just one inclusion of the whole matter the Monroe doctrine must be maintain ed. It must be maintained at any cost The United States will back It with money and men, with treasure and fifeblood. Germany nor any other Eu ropean power shall move us from the tim 3 honored position. President Mon roe proclaimed It in 1823. Succeed fng presidents have reiterated it. Pres ident Roosevelt, In his Boston speech last year, again served notice upon Europe that the doctrine of 1S23 is still the doctrine of the current century, and President Roosevelt Is suBtalned by every citizen of the country, re gardless of political affiliations. If in the enforcement of the poll-y maintaining this doctrine it be' neces sary to have the means' oftwarfare.then those means will be forthocmlng. Indeed, It Is cause for regret that the senate and house conference com mittee on naval appropriations did not provlds for several times as many new battleships as were named In the bill as it passed the congress. Three first elass battleships are to be built. Thir teen new battleships would be nearer to meeting ihe exigencies of. the sit uation. If we are to maintain cur selves' against the hostility of Euro pean powers, wa must have theabllity to suggest by naval demonstrations that we could comp-al observance. The insufficient provision that is being i made by the government for the new navy Is rather perilous to our posi tion. . We might be placed in the em harassing attitude ' of backing down lor the moment In the face of a su perior naval equipment sent from Eu rope. But to hack down permanently that make theAmerlcau Wood flow more quickly, and elicits the Instant response that we will never do that, and that. If it comes to a test, we will build down navies to ennwee our claims. " The statute, of limitation ha run anlnst the cfalms of any European power to dispute our light to maintain the Monro doctrine. Wrd, traf fic director of the Chicago, Milwaukee & St. Paul company. Is to assume charge of the traffic on the entire Gould railroad system, it transpires that George Gould has accomplished seme marvels In rail matters, though he has done It without flourish of trum pets. That he now has 1S.0OO miles of road under his control Is a fact that Is somewhat startling to the average person. Edward H. Harrlman has not so many miles In his great system, and even the great James J. Hill cannot boast a greater mileage in his merger, Quietly and yet with masterful gen eralship, George Gould has marshalled his financial- forces, planned his Wall street compalgas, and prosecuted them to successful termination. He has been peculiarly overlooked by the sen sational newspaper writers of the per iod who have apparently assumed that the Harriman and the Morgan-Hill systems alone vr?re worthy attention. The Gould system comprises the Wa bash and its eastern connections ttne Wheeling & Lake Erie, the Ann Arbor, the Wstern Maryland, and a few small roads In the vicinity of Pittsburg), the j Missouri Pacific, the Iron Mountain & Southern, the International & Great Northern; the Texas & Pacific, the Den ver & Rio Grande, the Rio Grand Wes tern, the Rio Grande Southern and the St. Louis Southwestern. And only a few days ago the Gould interests pur chased terminal in San Francisco and Oakland that are said to exceed in value and utility those owned by the Southern Pacific. Gould now reaches so far west as the terminus of the Rio Grande road In Salt Lake, and is presumed by his San Francisco purchases to contemplate Im mediate extension to the bay city. He has been also credited with the Inten tion of building into Oregon, and even so far north as Puget sound. These extensions would not involve such immense expenditures as to con stitute a bar to their accomplishment. For. were they built, George Gould would be the most powerful factor In the traffic world. He would have ex tended the ramifications of his ""Won derful system to touch the continent's extremities at the northeast (through the Wabash's eastern connections), the southeast (through the Texas and Pa clfic). the southwest (through the line from Salt Lake to San Francisco), and the northwest (through the Oregon and Png.it sound lines). It Is a dream of railway conquest that is not all a dream, but that seems to be probable of realization, and the mist significant phase of the whole jnntter 's that George Gould has done all this so quietly as to have been almost forgotten by the general pub lic.
