More than 17500.
The net rain "made by the Astoria
water commission during the year 1902
is shown by the quarterly report of
Clerk Mansell, presented at last night's
meeting; of the commissioners, to have
been $7571.91. The report is a gratify
ing one. For the quarter ending De
cember SI, 1902, the receipts were as
follows: -

On account, however, of the pipe being

cost 5 percent more than wood of the

At the meeting of the water com
mission held last evening the following
claims were allowed: The Astorian,
$1; News, $1; Budget, $2; Astoria Elec
tric company, 85c; Fisher Bros., $11.80;
Schofleld & Hauke, $1.30; S. H. Wlllet,
$6.65; Pacific Iron works, $8.25; C. C.
Masten, $24.06; Sherman Transrer com
pany, $65.60; Crane Co., $110.35; total,
$232.66. Connection has not yet been
effected with the Taylor school but ev
erything Is in readiness to do so and
the pipe end at the school has an ex
cellent pressure. An Interesting de
velopment has come to light In regard
to the wood pipe leading to the reser
voir on the hill. That portion of the
main situated on high ground, where
the water is In consequence of not
much Volume and the "pressure is light
the pipe Is found to be In a decayed
condition, while on the other hand
where the pressure Is strong the volume
of water larger the pipe has taken on a
hardness almost equal to that of metal.
It is, In fact, as substantial as when

Agreement Rached Whereby Will of
Cecil Rhodes Is to Have Effect.
Kansas City, Mo., Feb. 6. Dr. George
H. Parkin of Toronto. Canada, who
represents the trustees under the Cecil
Rhodes' will to decide upon the method
by which free scholarships to Oxford
university are to be awarded to Ameri
can boys, held a conference In this city
with the presidents of the universities
of the southwest A tentative arrange
ment was completed and a man from
each of the states and territories will
be sent to Oxford in 1904 under the
terms of the will. The conference
recommended that the president of
each State or territorial university
should appoint two or four heads of
educational Institutions in his state,
who, with himself as chairman, shall
constitute a committee of selection.

Spanish Government Not Opposed to In

Madrid, Feb. 6. The minister of for
eign affairs denies positively that any
representations have been made to the
Cuban minister at Madrid, Senor Mor
cban, regarding the hoisting there of
the Cuban flag over his residence. The
Cuban minister is declared to be acting
within his rights In displaying the flag
the day he presented his credential?
and the government recognizes both
the Cuban minister an dthe Cuban flag
It is understood here, however, that
the Spanish government has advised
Its minister at Havana not to hoist the
Spanish flag on assuming office.

STUDENTS REVOLT.
Create Sorious Riot Because of Un
popular Regulation.
London, Feb. . A dispatch from
Rome published In the Morning Leader
reports serious rioting among the stu
dents of the Naples university tn conse
quence of an unpopular government
regulation. The professors have been
maltreated, the windows of the univer
sity smashed and a bonfire made of
the furniture. On the troops being
summoned the students fled. The uni
versity is now closed.
AGRICULTURAL INTERESTS.
Germany Will Give Particular Atten
tion to Them In Treaties.
Berlin, Feb. 6. At a banquet of th?
agiicultural council held last night,
Chancellor von itulow, referring to the
completion of the new German customs
tariff, announced that the government
would give particular attention to the
interests of agriculture In the negotia
tion of new commercial treaties.
MINERS' WAGES INCREASED.
Material Advance Will Be Made by
First of April.
Cumberland, Md., Feb. 6. Nearly all
of the operators In the Meyersdale, Pa.,
bituminous coal region announce that
a material advance In the wages to
miners will be made on April 1. About
2000 men will be affected.

STRIKE STOPS WORK.
Big Copper Smelters In Arizona Go Out
of Business.
Tucson, Ariz., Feb. 6. Five of the big
smelters of the Cananea Copper com
pany have shut down owing to a strike
on the larrow Ruage railroad, which
brings all the ores from the mines to
the smelters. The strike of the rail
road men has been brewing some
months and the company has been alile
to keep the smelters running only by
promising to increase the wages of en
gineers from $3.50 to $4 per day and
firemen from $3 to $3.50 per day. Th'
men demanded the increase. The com
pany refused and the men went out.

O .W. Fishback Formerly Held Diplo
mate Positions.
St. Louis, Feb. 6 George W. Fish
back, formerly of St. Louis, has bf-rn
appointed World's fair commissioner
to the Windward islands, Trinidad and
Porto Rico. He was formerly United
States secretary of the legation at
P.uenos Ayres, Argentina, and later was
secretary of the commission codifying
the laws of Porto Rico. During the
Spanish war he was paymaster in the
volunteer army. Mr. Fishback is now
a member of the legislature of Porto
Rico, making his headquarters at
Son Juan.

HowarJ Townsend Martin, wife of a
younger brother of Mr. Bradley Mar
tin. She was Miss Camilla Thompson,
daughter of Mr. and Mrs. William V.
Thompson of St. Louis.
SOCIALIST SURRENDERS.
New York, Feb. 8. The notorious so
cialist leadt.-r Fabrl, who fled from Hol
land to escape imprisonment for par
ticipating In the Antwerp strike last
year, has surrendered and has been
returned to prison in Antwerp, ac
cording to a dispatch to the Tribune
from Brussels, via London.
James Gordon IVnnett has stilled from
Monte Carlo for Veneaueta on hoard the
yacht Le(i8lrala. Prime and Princes
Mur.yi are his guests on the yacht.
