came out of the the I'hlmse action

precisely the snipe lines with Fnglnnd

minim we want only to secure the
lives and property and trade of our
people there. In our foreign policy I
try to take the middle policy between
the Left parry and Professor Hnsse
(the Pan-American lender).
"I am Tor from following parish poll

of action excessively and which would
be dependent upon ebullition of feelings

Proposed Construction, If Carried On,
Would Inevitably Cause War
With Colombia.
Washington, Feb. 6. For a time to
day in the senate it looked as though
the question of the construction of an
Isthmian canal would be discussed In
open session. Morgan spoke on his
resolution introduced yesterday calling i
on the secretary of navy for correspond

of the bays of Panama and Colon.
He had not proceeded far, when Cul

The chair overruled Morgan's objec

Morqan, continuing his demands in
executive session, alleged that the $!,-

Colombia would go to the Insurgents.
When open session was resumed Mor
