It seem almost too good to be true. that after all these weary years the seemingly perpetual "Irish question" Is at Jaat to be satisfactorily and finally settled. Tet for .-uch optimistic pros, pect we have the authority of Mr. John Redmond, wjbably the moet au thoritative and certainly the most ag gressive and Indominatable of the Irish leaders. He declares that he expects soon' to see a measure enacted which will heal the wounds of centuries, give ; the Irish oeople a chance of living in peace and prosperity on their own soil. and In brlfe settle the Irish question. Simultaneously with this Irish utter once there appears, as our London cor respondent reports, a notable article very much to the same effect In that ultra -conservative organ, "The Quart' erly Review," says the New York Tribune. Evidently there Is, In current phrase, "something doing." For Innu merable reasons the world will hope It will be successful and completely and lastingly done. Curlo3ity, however, keens pace with gratiflcition. What are the expected . i terms of the settlement neither Mr. Redmond nor the Quarterly Review discloses. There is, however, a hint of It in Mr. Redmond's speech, towit, that the basis of settlement is to be found in the voluntary purchase" scheme formulated by Lord Dunraven's commission, of which Mr. Redmond himself is a member. The British government is to enable the Irish ten ant peasantry to become landed pro prietors. That will, of course, settle the land question. It will not, says Mr. Redmond, end the Some rule question. but It will remove the last obstacle to "a settlement of it. It that means any thing, taken in. connection with the rest of Mr. Redmond's thoughtful and temperate speech, It means that the Irish people are to be content with getting rid of landlordism and securing complete local Autonomy, and are to relinquish their dreams of separation from the empire and of setting upon in dependent nationality. The latter may seem startling to those who remember how strenuously Mr. Pamell Insisted upon complete secession, declaring that land reform, home rule and all else were noting but stepping stones to the real goal, which must never be lost sight of nor abandoned namely, the severing of the last link that bound Ireland to the British empire and to ' the British crown. lleyond doubt it was that bold dec laration of secession which intensified Briiish opposition to Irish demands, even at times to demands for reas onable reforms. Englishmen realized thut It would be suicidal to permit the establishment of an independent nation at the other side of St George's chan nel, which might ally itself with con tinental foes and thus compel England to guard her shores at the west as well as ut the south and east, and they naturally set their faces as flint against everything which was intended as Mr. Parnell declared to make to ward that end. With that end aban doned, and with Ireland willing to re main a loyal member of the empire, Englishmen will doubtless be ready to grant every Just reform, an dto make, j so far as they can make it. the con dition of Ireland as prosperous, as in dependent and as happy as that of any other part of the United Kingdom. The question is, Will Ireland be con tent to foreswear "secession? That Is, we think, to be answered in the affirm ative Just as soon as the land ques tion Is settled on the basis of peasant proprietorship. There Is nothing more conservative in its influence than own ership if land, and therefore of a stake In the welfare and stability of the country. The Irish peasant who is a tenant and Is oppressed by an absen tee landlord may not unnaturally be a secessionist and a revolutionist. The Irish perant who is a land owner will reulue that the imperial government means security, stability and economy, and will therefore become a loyal sup porter of the empire. If such a set tlment be Indeed at hand we must pre pare for both England and Ireland our choicest and heartiest congratulations. I It Is somewhat remarkable that Matthew Quay, after all that has been charged against htm politically, should now be found fighting for the rights of the people. His efforts In the senate in behalf of the statehood bill are cer tainly to be commended, and with fine grace he is whipping into line those blind partisans who would allow po litical considernlons to stand between them and a great duty they owe to the people of the few remaining territories. Senator Quy has the situation well in hand and is In position to force ac tion on the omnibus statehood bill. The Oregon legislature very properly voted down a resolution which had for its object change of the time of the general elections from June to Novem ber. That almost every other state in the jnion holds its elections In No- veber, wh-jn presidential elections are held, is no reason that Oregon should follow suit. A presidential election is a political battle. We want no politics in state affairs, and the further the two elections are separated the better it will be for the people of Oregon.
