Jan. 19.-Dr. Felix Adler. In an address at Carnegie hall Sunday. "Anti-Democratic Tendencies in Amer ican Life," said, In regard to Professor Jenks' recommendation for the Intro ducing of coolie labor in America's Philippine possessions: "My -contention is that this proposi tion ts to establish human slavery 40 years after we went through war and human bloodshed to banish this evil from our nation forever. The coolie contract la no contract. The essence of a contract la the tact that It can be broken. The collie contract Is mis named, because It makes the'man labor whether he will or not. I call this qualified slavery. When we have the example of the happenings which have occurred in the Philippines at the very moment when the eyes of the world have been turned in that direction, what may we expect with our coolie; slaves when public attention has been diverted in another channel? Will the cries of those yellow slaves be heard across 8000 miles of water then? "I found my hope for a new and better country on the passing of this blinding storm of materialism and the recognition by humanity of the Ine quality of man and the cultivation of social tendencies." The Claims of 1S5 were settled by Ven ezuela in the '"rts. There is. however, a claim against Venesuela by a Dan ish subject, of the Island of St. Thomas, who had a sheep ram-h In Venesuela and whose sheep were taken by Ven ezuelan tropps during the recent war. This man claims about $22,000 and is sustained by Denmark. The Venezuelan government has refused to deal with the Danish consul in Venezuela In this matter. It the claims of other nations are submitted to arbitration this claim will be turned In with them, but Den mark has not Joined the other nation In the concerted movement against Venezuela, nor will she do so. Baron Speck Von Sternberg has, according to the Her ald's correspondent In Berlin, received his official appointment as ambassador to the United States and has been giv en parting instructions by Emperor William. He discussed German-American relations in the course of an in terview, saying among other things: 'The trouble with the German em bassy in Washington has been hereto fore that it has not been sufficiently In touch with the American spirit of, as the kaiser calls it, the 'Amreican ische geeisehtszeuge.' 'Personally, I admire Dr. Von Holle ben very much .but he did not grasp the spirit of the American people. "Before perfect relations can be se cured between Germany, America and England, it is necessary that the Ger- man and American press should be more fair. In German military and naval circles it is hard to uproot the impression that the Monroe doctrine is not an instrument used by the Unit ed tates to hold South America." .CAVE DWELLER ARRESTED. Claimed He Was From St Louis so He Was Clapped in Jail. New York, Jan. 19. A man who said he was Joseph Usterland of St. Louis has been arrested and held as a sus plcious person. He was discovered sit ti-ig at the entrance to a cave In the Riverdale woods in which he claims to have lived for three months, and where he said he intended to stay the ren ainder of the winter. The White Star line is apparently retaining more of its Individuality than any other of the lines taken over by the International Mercantile Marine company, there be ing practically no change In the man agement so far, says the Tribune Lon don correspondent. It is reported In Liverpool shipping circles that the White Star will at an early date take over the working of the LeyUnd company's New York serv ice, so aa to have all the New York business from Liverpool managed by Its office. This will leave the Leyland line the Boston service to Liverpool and Manchester and the West Indies service the Liverpool-Philadelphia trade being worked by the American linn. Some low rates are being accept' ed from continental ports to the United States and Canada for spring and sum mer shipments. One contract just closed for rails. Surveyor Tee's recommendations that repairs be made to the bell tower and to the street department store room were referred to the committee on public property. An ordinance appropriating 11275 for W. A. Good in, for the Thirty-fourth street Improvement, was passed. Mr. Nordstrom presented an ordi nance authorising the ways and means committee to make a contract for the city printing for 1903 and 1904.
