In his message Vj congress President Roosevelt gives voice to a timely ex pression regarding the trust question. The effects of the concentration of wealth constitute the greatest problem of the day. The president counsels niodc&Con in dealing with them, lay ing stress on the Idea that the effort should be directed not toward the de struction of these great concerns which have grown out of our unbounded pros perity, but to regulate them so that they will not in any way Interfere with the general welf a -e. There Is a vast difference between wiping out gi gantic industrial enterprises and regu lating their operations, and the presi dent's advice to congress on the sub ject is sound. His m?sge says: Our aim Is not to do away with cor portions; on the contrary, these big aggregations are an Inevitable develop. ment of modern Industrialism, and the effort to destroy them would be futile unless accomplished In ways that would work the utmost mischief to the entire body Doiltic. We can do nothing of good In the way of regulating and subseivmg these corporations until we fix clearly In our minds that we are not attacking the corporations, but en deavoring to do away with any evil in them. We are not hostile to them; we are merely determined that they shall be so handled as to subserve the pub lic good. We draw the line against misconduct, not against wealth. The capitalist who, alone or In conjunction with his fellows, performs some great industrial teat by which he wins money, is a welldoer, not a wrongs doer, provided only he works In proper and legitimate lines. We wish to f avdr such a man when he does well. We wish to supervise and control his ac tion only to prevent him from do ing BL Publicity can do no harm to the honest corporation; and we need not be overtender about sparing the dishonest corporation. In curbing and regulating the combl nations of capital which are or may become injurious to the public, we must be careful not to stop the great ent- ;irises which have legitimately re duced the cost of production, not to abandon the plac? which our country ha won In the leadership of the in ternational Industrial wjrld, not to strike down wealth with the result of closing factories and mines, of turn ing the wageworker idle in the streets and leaving the farmer without a mar ket for what he grows. Astoria Is to be congratulated on its Woman's club. This enterprising or ganisation, counting among Its mem bers the most prominent women of the city, is doing commendable work In many lines, and It is entitled to end should recelv the hearty support if the people of the city. Until the Wo man's club came into active existence unsightly shacks were to be seen in many parts of the city, while here and there piles of rubbish emphasised our carelessness. The club is nuking a noble effort to beautify Astoria, opd the success of Us work thus far Is indeed encouraging. Now the ladles are try ing to Increase the usefulness of.thcir traveling libraries. These libraries are calculated to entertain the people In the smail country towns near the city during the long winter evenings. Only those who have lived in the rural dis tricts know how acceptable well se lected reading matter fs, and few of us have any Idea of the great benefit that comes from work of the kind now un dertaken by the club. In their pluns to beautify the city and circulate standard works, the ladies of the club should receive the hearty assistance of the businefS men of Astoria, who are afforded an opportunity this afternoon, of showing appreciation of the club and its work. The news from St. Paul that the Northern Pacific and Gr?at Northern are to inaugurate a one-way rate of $33 to Pacific coast points should arouse th3 vommercial bodies of this city to action. Thousands of homeseekers will come to the northwest next spring and Astoria can get Its share if proper effort is male. The commercial bodies should arrange to have a representa tive meet all incoming trains and ac quaint the settlers with the advantages which Clatsop county offers to them. We have the best country In the world right at our door, and if we do not populate it we can blame no one ex cept ourselves. Other counties will' be out after these homeseekers, and Oat sop must make some effort If its share of the settlers Is to be secured. The Astorlan's annual will be the finest edition of the kind ever issued on the Columbia river, and the manu facturers of the city should employ it as ail agency to spread the fame of their product. The paper will go Into every home on the lower Columbia, and will be circulated among jobbers In eastern and coast trade centers. The re sources of the city and county and ad joining country will be carefully han died, and as a means of attracting new people to this district the annual will be of great value.
