HOW TO MAKE FRIENDS In discussing the growing sentiment in favor of a JMO.OOO appropriation for the Lewis and Clark fair, the Oregon. Ian says: Rewwed interest and approval for the Lewis and Clark centennial Is very largely due to the publicity given Its misguided if well-meaning opponents. As is usual with all public enterprises of thW sort, the formidable opposition is not that which can be smoked out into the open, but that which Is nurs ed In secret. The overwhelming fa vor with which the centennial and Its reoulslte state appropriation are cer tain to be viewed needed something an tagonistic to furnish the occasion to brlnr It out. This has been supplied bv the talk of a special, session, and also by the free access afforded object ors 'n the columns of the Oregonlan. It Is far better to have these objections aired and answered now, and to have the objections feel the weight of an enthusiastic and progressive public opinion, than to have them nursing in secret with the conviction that they have been denied full apportunity of expression. It has certainly been as tonishing as well as "reassuring to see how prompt and hearty have been the resDonses in favor of the half-million appropriation by men of prominence and Influence, like Senator Fulton of Clatsop and Representative-elect llamson of Cook. The exact truth about their promises of support is that they were prompted by adverse opin Ions, freely printed in the Oregonian We print some more of these hostile utterances on this page today, In the belief that the true welfare of the expo sition lies in full discussion rather than in any effort to apply the gag law. - This Is what The Astorian has con tended ever since the proposal for the appropriation was first submitted to the people of the state. For a time: there was a disposition In some qtfur-j ters to chide those who honestly dis agreed with members of the fair boara as to the amount that ought to be ap propriated. This was calculated not to create sentiment in favor of the ap nropriation, but to injure the project. The Lewis and Clark fair is not. a Portland undertaking, but one that in terests every section of the state. Every person living in Oregon has tlif rleht to discuss the matter. It Is not to be assumed that 500.000 people will instantly agree on any proposal that may be submitted to them, and there was nothing surprising In the attitude of those who did not immediately favor "I wrote Dr. Pierce regard' ing my case, and received a prompt reply, tree" H . Thorough discus sion of the matter, however, has re moved most of the htstillty, and there is every reason to believe that the fair bill will go through very early in the session. If the fair Is worth hold ing, It should be made & pronounced success, and a liberal appropriation Is necessary In order to bring about this result. Tlie way to make friends for any un dertaking of the kind Is to accord re spectful attention to those who make uo the dissenters, and to appeal to their reason. Unkind flings at the man who honestly differs in opinion with others will not bring about that feeling of ham ony that is so essential to success. To be able to drink or not to drink on the ferry boats of the Southern Paclrto company has come to be sn Important issue in San Francisco. It will be re membered that during M;-. Hays' ad ministration an order was Issued clos ins the bars on these ferry boats. 3o strong was the protest of the liquor dealers and so urgent were tht-tr re Quests that shortly after the ivsig nition of Mr. Hays the bars wore re opened. A new plan was then adopt ed, that when the boats went to the vards for repairs the bars should 1 taken out entirely, so that there was no place at which liquor could 1 sold. ! The first boat thus changed has only recently been put back in service. The . ... . result has teen an ultimatum of the i wquor twaiera assovuiuou. ivea oj the cigar manufacturers and dealers, that if this policy is to be continued they will boycott jhe Southern Pacific roaj. It is altogether probable that the Southern-Paoile company has the best reasons for discontinuing the sale of liquor on Its boats; at any rate it has the undoubted right to take such action, and we much mistake the tem per of the officials if they submit to any such dictation as Is proposed. Once let it be nu.lersjood that the threat of "boycott" is potent to over turn any well-considered action, and there will be no end to sllmlar de mands. All the railroads that oper ate ferries on San Francisco bay would do well to Join the Southern Pacific in its action, and close up their bars. The time occupied in crossing the bay by the longest ferry Is less than one hour and there is no necessity for providing a dace where stimulants may be pur chased. An open bar Is a menace to discipline anywhere, and a steamboat, of all places, should not be thus sup oiled. Is It reasonable for Governor Geer to expect that the republican party ought to keep him perpetually In office just because he has been Oregon's chief ex ecutive for four years? Certainly, he has been treated with consideration bv his party. The governor evidently forests that Senator Fulton was his warm supporter in 1898. und that Clat soi) county 3. him the greatest ma ioritv ever accorded a gubernatorial candidate. If Governor Geer were properly appreciative, he would now be lending his assistance to Senator Fulton, Insteud of trying to place ob stacles in his way. A short time ago, this was manifested by the establishment !n Seattle of an ag ency to take care '.h ,-ir interests there. The latest effort Is to put on a splen didly equipped new train service run ning between St. Paul and Chicago. The new trains will be running Sun day November 2. They will use their own rails between Chicago and Albert Lea, Minn., and the Minneapolis & St. Louis railway track from Albert Lea, to Minneapolis and St. Paul running Into the union depot at St. Paul, which is the same that Is used by all lines In that city. - The train is to be known as The Chi cago, St. Paul and Minneapolis Limit ed and will consist of sleeping car, buffet library car and reclining chair car through without chnge between Chicago and Minneapolis and St. Paul Dining car service will also be main tained, supper being served out of Chi cago and breakfast into Chicago. Trains will leave St. Paul at 7:10 p. m. and arrive In Chicago 0:30 a. m. Leave Chicago at 610 p. m. and ar rive In St. Paul 0:40 a. m. making close connection at St. Paul with alt western Hues.
