Since his 'arly manhood, when his youthful countenance and . frayed trousers denoted that he was starting at the bottom of the ladder of life to make a name for himself In the world Mr. Fulton has studied the needs ot bis state. He has grown up with Ore gon, and his interests have always cen tered here. He has served the pub lic In the legislature-for many years and is conversant with the needs of every section. He knows the people of the state not alone those of promi nence, but as well those who have not rained distinction.- He Is acquainted with public sentiment on topics of na tional, state and local importance, and his whole career has been devoted to the advancement of the Interests of the neonle of this commonwealth. When discussions at home have taken on nhases that were not at all times log! al or reasonable, he has fearlessly pointed out the error ot the situation. He has been the safety-valve of his home city und county, and his mature ludgment has often been consulted when the Interests of the state were vitally concerned. An honest desire to proniite the weal of Oregon has Disced C. W. Fulton In the exalted po sition he occupies. Politically he has been liberal almost to a fault. His standing in his party long ago entitled him to recognition, but In the interest of harmony he has heretofore sacrificed his own ambitions for those of his friends. He is uni versally beloved by bis party for his fealty to its principles and to its standard-bearers, and in the unfortunate snuabbie of 1898 wa3 the only dele- gate to the Astoria, convention who- could bring about peace between the! .1 warring factions. Dissensions have dampened ths ardor of other republic ans of prominence, but Mr. Fulton ha always been found on the firing line. H has never wavered In his lojally to republicanism, nor pursued a "rule-or-ruin" polity. With him the wish-s Pierces the mother's heart like a sword. Often the mother who would do every thing for the little one she loves, is ut terly impotent to help and finds no help in physicians. Mr. Fulton Is the iiinn for the senate. and when, early In the session, ne is chosen to represent Oregon In the up ver house of congress, a shout of ap proval will so up all over the state that wilt satisfy legislators of Un popularity and wisdom of the selection. In discussing the subject ot "Wo men In Business." the Sun Francisco Bulletin, after explaining that by "bus iness." as the term is used, is meant women engnged in gainful operations, either on their own account or as em ployes, goes on to say that the right and propriety of the participation of women in industrial pursuits nam ing been setthd by their success, the s ... Question now remains u condition of women is thereby im proved. Statistics show that the pro- oortion of women thus employed is stealily Increasing. In 1S0 tne pro portion of females over 10 years en gaged in gainful occupations was 14.6? percent. In 1S0 the proportion had been increased to 18.57 percent, and in 1900 to 1S.S percent. The ratio of in crease has been greater than the in crease In population. At the present time very nearly one-fifth of the wo men and girls are earning wages or In business for themselves. The move ment of women Into business outside their homes Is of recent date. In the middle of the last century a few girls were employed in factories, but It was not until after the Civil war that wo men took places in offices and stores. The most forcible objection urged aeainst the movement is that 20 years' experience has not placed women on a level with men as wage earners. In fact, a very small proportion of girls employed in Btores and small manu facturing establishments are paid wages that render them Independent of their families. The preference young women show for business situations has added acuteness to the servantgirl problem. As girls leave heme for the store or factory, their places arc- tak en by Chinam;n.
