India, according to the British sec retary of state lor that portion of the empire, is Increasingly prosperous, de spite the ravages of famine. The only decrease in revenue in the last year has been In the opium tax, a fact which w ill cause little regret, and there is a surplus of about $16,000,000, of which It is proposed to gmnt 7,500,0 for the relief of sufferers from drouth and famine. Certainly that is a good finan clal showing. It is. however, In strong contrast to some other statistics. The census of population, for exam ple. Last year's enumeration showed a total of 294,360,356 persons. That was an increase of only 7,136,9:5 over the census of 10 years before. And that Increase was chiefly in the British states, the uative states showing a to tal net loss of S,5S;,92S. In Baroda in the ten years the pcpulatlen fell from more than 2,140,000 to less than 943,000. In Rajputana there was an appalling decline, from above 12.000,000 to below 4.620.000. In the Bombay states there was a loss, of more than 1.000,000 and the city of Bombay showed a loss of 45,000. Plague, drouth end famine were, of course, the causes of these losses In population. It is therefore of great significance that the losses were chief ly in the native states and the gains in the British. That fact is an indica tion of what British rule is doing for India. In the 10 years nearly 3,000,000 more acres of land have been brought under irrigation, and the area planted In food grains has been increased by 10,000,000 acres The mileage of rail roads has been increased from 17,894 to 2T.S71 These improvements have been effected almost entirely in the British states. Lord George Hamilton is therefore on the whole Justified in taking an optim istic view of the Indian situation and outlook. So far as his government is directly concerned and responsible, In- dla is Indeed prosperous.
