The Chinese are not ed fcr ahrewdnea and many person who are not po.el would naturally be lieve that their lotteries are not con ducted on the square. Howjver, there la nothing about the (rawing that could posilbly be unfair, the natural percentage of the game being sufflii-mt to net ample interest on the capital in vested.
