THE ASTORIAN PUBLISHING CO., P. M. MAHER. Manager. The statement of ex- President Cleve land, published yesterday, with refer ence to the political situation Is of in terest to all Americans, regardless of party affiliations. Mr. Cleveland is one of the soundest men of the nation, and on any question of moment his ad vice, whether one agree with it or not, must attract respectful attention. The former president urges tariff reform, which is not surprising, when his life long belief In the tariff-for-revenue principle is recalled. But what Is most noteworthy In his expression is the statement that the reform proposal is above party linos. Cleveland !p right. There has been altogether too much politics in the United States. We have played the political game to the det riment of our Interests, one party as much as the other. That moderation of the existing tariff is needed Is ap parent, arid It Is to be hoped that the Republican sentiment In that direc tion, already strong, will result In something tangible. Republicans and Democrats alike must pay more at tention to the welfare of the people , and less to their own political Inter ests If we are to be prosperous. De pressions and strikes are the result of unnatural conditions, and all that is needed to avoid them is a wholesome desire to advance the Interests of the peopie. TarirT reform does not mean fret? trade, by any means, but rather protection to the American consumer Many Republicans feel that modera tion of party principles would be de sertion of those policies which have built up the country, rorgetting that issues change with the times. The free silver agitation was not without Its beneficial results, for It unquestionably bad the effeetaftir the actual danger of tr'al had passed, of prompting the fi nancial interests to increase the vol ume of gold in circulation, thus re ducing the stringency that then exist ed. The Democrats have dropped the money issue, explaining their action with the statement that the volume of currency is now great enough for the needs of the people. The issue has died out. The high protective tariff is no longer a benefit, so far as trust- manufactured articles are concerned, and the needed modification ought, as Cleveland insists, be above party politics. sum does not Include expenditures for soldiers' homes. The figure here giv en are taken from the annual reiort of the commissioner of pensions for the fiscal year ending June 30. The re port shows that the loss from the pen sion rolls by death, marriage, legal limitations, failure to claim and for other causes was ,:4i In one year. In the same time there was a gam by acts of the pension bureau and by special acts of congress of 43.sri so that there was a net gain on the pen sion rolls of ITU. The compiler of the report also estimates the death rate among the pensioners for the coming year "at about 40.000.'' and ho looks for a reduction of the list "from other causes" oy 6000. The lists which ac company the report show that Tis.so soldiers and $0,637 willows and de pendants are receiving pensions. The amount paid to pensioners for 1W2 is given at $137,408.26$. In 1!h1 this amount was tl3S.53l.lS4. In 1900 the to tal pension payments were '.;!S.4(S2.i:U. Young Mothers Stand In special need of help while the. baby it beimj nursed.
