The same paper lays part'eu- lar stress on the fact that the unla- ration of South America would give the Yankees something to attend to nearer at home and prevent their med - dim? in Euro;an affairs. This kin 1 of rot shows the enmity of the Eu ropean press to the United States. It might be well for Eureps to under stand that the creation of a worll nower in South America would strengthen the position of the United States, and it is now and always will be our policy to live at peace with our neighbors, and to unite with them in repelling encroachments by Europeaa powers. The uniflcaton of the South American states would prevent the oettv revolutions at present, of every day occurrence, and rapid development In agriculture, manufacture and the arts would follow. The combined pop ulation of the South American states Including Mexico is nearly sixty million. The avaHable fighting forces, both srmy and navy, is enoromus, and to a great extent equipped with mod ern weapons. The, southerners are ex cellent fighters and very warlike. The combinr-d navies of the southern re publics would make a formidable show- J log against that of any nation, with the possible exception of England and I France. It Is poseible that the time is ! at hand when a treaty will be signed bringing the southern republics to gether. A federal government similar to that of the United States will be established at some central paint. The liiffeient republics will be represented according to population, and a pres' dent and rice-president will be elect ed by the direct vote of the federation. Negotiations are well under way for the completion of this grest union. The great obstacle y Mex'co, whore government does not favor the fede:a tion scheme. It is reported that D'az is absolutely opposed to the Idea of his country losing her Identity in the -consolidation of the republks. It has been pointed out to him by th? emis aries of the other eountrie? Interest ed in the scheme, that the act at the nlon would bring peace and prosr'! ty to the southern continent and that thi av'rieiotis of other nations would think twice b- tor atta-'k'ng a power that it would be utterly in-possible to sttbjurate. .
