NEW. TORK Aug. 20. Referring to
the expected return to New York to
day of J. Pterpont Morgan the Jour
nal of Commerce says It Is thought the
financier's return will be followed by
ft definite movement Involving finan
cial adjustment of the steamship com
bination, and adds:
"From a source connected with the
underwriting of the new combination
It was learned that It has by no means
been decided that the securities of the
combination will be offered for public
subscrltpion. At any rate, no imme
diate attempt will be made to induce
Targe public subscriptions. The reason
for this is the absolute stagnation of
the ocean steamship business, which
renders the time particularly Inoppor
tune for floating the new securities
on favorable terms. It K therefore,
believed that, while the organisation
of the new company will be promptly
proceeded with, the underwriting syn
dicate will assume the chief burden
of taking care of the new securities
with the hope of disposing of them at
advanced prices, when the steamship
business Improves. That It will im
prove Is very generally expected in
shipping circles on account of the
large crops of grain thnt are to be
moved during the coming autumn and
winter.
" No definite decision on the ques
tion of inviting public subscriptions
baa, however, yet been reached: and
It Is just possible, as Indicated by an
otrer responsible source, that Mr.
Morgan may feel disposed to take ad
vantage of the general expectation of
prosperity to maket the securities."

LABELED THE CHINAMEN.
Unique Means Adopted by Commission
er to Keep Cases on Them.
NEW YORK, Aug. 10. Nineteen
Chinamen, tagged with express com
pany labels, have been hunting around
the city, guarded by United States
marshals, looking for the proper cer
tificates that' would permit them to
remain in this country. They had been
taken before Commlsloner Hitchcock,
but they said their certificates were
home or hidden somewhere. To give
them a chance to get them they were
allowed to leave the court under es
cort. Before going each was tagged
with a numbered express card, so they
will be known when they appear be
fore the commisioner.
Some of the Chinamen, speaking ex
cellent English, said certain of their
countrymen had got Into power as
assistants of Chinese inspectors and
used their positions to blackmail them.
They said they could have avoided
arrest by paying money.
