Whether or not the constitutiou
follows the flag, it is certain that
trade does, and it needs no learned

goods wers exported from this
country , to Hawaii to the value of
$20,000,000; in the same time we
sent to Alaska 115,000,000 worth
Porto Rico got $10,000,000 worth
and the Philippines $5,000,000,
making a total of $50,000,000 to
what is called our non-contiguous
territory, or, by the facetious, our
"colonies. . inis is a nve-ioia iu
crease in our commerce with those
regions within five years, at which
time Alaska was the only one of
them politically connected with
the United States. ,
This '''increase ia indisputably
due to the increased number of
Americans in those lands and the
spread of American tastes among
the natives. In the case of Ha
waii and Alaska, of course, Amer
icans have been there many years!
and the number has been steadily j
growing. In the other countries j
the result of the war, military oc-j
cupation and the advent of civil
ians looking for legitimate com
mercial ventures, is responsible in
the first instance, and as the peo
ples of Porto Rico and the Phil
ippines become better acquainted
with American ways and Ameri
can goods we may confidently ex
pect our export trade. Trade with
the Philippines especially is des
tined to be very important.

read your remarks about the im
migration movement in your valr
nable paper on the 29th and
would like to suggest a reversal of
Astoria's plan to "get the rates
first and then the people." I
would think that the sooner you
get the people the faster Astoria
will erow and Knappa too, and
while in Portland last week was
assured by the immigration agent,
Mr. McKinney, that they had no
wish to discriminate and were just
as ready to bring immigrants to
Astoria and Knappa as any other
points, but they had offered him
no inducements, and in casting
my eve over the columns of the
Orogonian,'savT not the name of
Astoria for one dollar nor one
ile other cities sub
scribed as high as 200,000 illus
trated posters. Astoria has them
but doesn't blow her horn in the
risrht direction or she would have
her share of the immigration, 1
am proud of Astoria as she nestles
cozily by the shore of that lovely
expanse of water so gorgeous va
its sunrise as it tips the hills with
gold and just as .lovely with its
beautiful sunsets, and long to see
her enjoy the prestige that is her
birthright, but I would take right

willine to help us as it is Port
land or any other place and try
to get our sh are of the plums
