Is known as the Appala1ilan Forest
Reserve In the Senate. The bill was
reported early In February from the
Committee on Forest Rtwrvations and
th Protection of Game, of which Mr.
Depew I a member, and The project
has found wide favor. Mr. Pepew de
clared that 'the squandering of forest
wealth in this country has continued
too Ions unchecked." a?,d points out
the fact.' not creditable to our foresight
as a people, that the governments of
h Old World realized hundreds of
years ago that upor. their forests de
pended their national prosperity, and
protected their wooded tracts accord
ingly. The bill under consideration pro
poses to authorize the Department of
Agriculture to purchase 4,000.000 acres
of land Jn the Southern Appalachian
Mountains, at a cost of $10,000,000, for
making a government reservation like
those In the West. The tract lies
within seven States. Vlrvinia, West
Virginia, North and South Carolina,
Georgia, Alabama and Tennessee. It
is about 150 miles long and of varying
breadth. It is from 400 to 600 feet
above the sea, and comprHes part of
the richest agricultural country In the
United States. It is a "museum" of
forest growth, with 137 varieties of
trees, all hard wood, and is the most
interesting forest in the world, em
bracing woods that can be grown in
temperate, semi-tropical and tropical
countries. The rich deep soil there
has been forming for a thousand years
or more and to use the Senator's
simile, is like an enormous sponge, for
absorbing, retaining and distributing
the rain fall. To denude rtie soil of
forests would change all this in five
years" time and make the tract a bar- !
ren wate, because the soil would be j
gradually washed away by ttw heavy
rainfalls. The slojves of the moun-
tains vary from 20 to 40 dc-grees. The j
waters from them run on one side to
the Atlantic and on the other to the
Gulf of Mexico. The streams are the
tributaries of seventeen important
rivers, including the James, the Ca
tawba, the Yadkin, the Tennessee, ajid
the Chattahoochee.
As to destruction by freshets, caused
wholly by the deforesting of moun
tains, Mr. Depew cites a case last
swing Where rtie freshet on the Ca
tawba, swent a way a million and a half
dollars' worth of farm buildings and
stock, the entire loss by freshets in
Streams being $18,000,000.
This work of preserving the forests
must be done by the, general Govern
ment, for since the tract covers many
states, no tingle state can do 'it.

poses to add to the reserve. As to the
Appalachian reserve, the Agricultural
Deoartrnent estimates that within five
years the forewt Will be self-su.-taining
and after 'that a source of increase
revenue for all time to come. The
owners prefer to ell to the Govern
ment for that reason, but lumber com
panies are getlng hold of the bind at
$1.50 and $2 an acre and stripping ott
the timber. It 1h time this ort of work
was stopped.
PRESIDENT'S PLEA TO CONGRESS
It but adds another laurel to his
character by plainly demonstrating
that justice and sound reasoning reigns
supreme as the guiding star. Re
gardless of Influence of Intercession

to our National obligations to Cuba.

and his country financially ruined."
and then proceeds to state the reasons
for reciprocity with Cuba with a vigor
and cogency that, to an unprejudiced
or disimeirvsted listener, would be
speedily convincing. He first of nil
declares away irrevant issues. While
reciprocity may be more or less good
in other Instances, in the case of Cu
ba "it i a proposition which stands
entirety alone." It has nothing what
ever to do wtth ge: "-a

nor with any other country. Then
he takes up the objection, pr.!aWy
false, but eertajuly hypocritical in the
month of the fUvt Susrar Trust, thai
the benefit of the proposed reduction
would not go to the agricultural pro-
ducer. but would insure to Ameri
can sugar refiners, and. like the sen
sible, honest man he Is, he effectually
disposes of this by asking. Why not
make provision against such possibili
ties? "In my Judgement," says Mr
Roosevelt, "provisions can and should
be made which will guarantee us
against this possibility, without having
recourse to a mefisure of duidfui
policy, such &s a bounty In the form
of rebate." This completely answers
the only valid or plau-'iMe argument
against reciprocity.
It Is not necessary to go into furth
er details. The President maKts a
final appeal for Justice to Cuba, for"
the fulfillment of Implied promises
and national obligations, for the
obvious proposition that, having de
prived the Cubans of their old mar
ket and shut them out from commerci
al treaties with the rest of the world,
it is our duty to open up to them a
new market in the I'nited Slates. He
also shows that reciprocity will benefit
American commerce as well as Cuba's,
and sites the instance of Hawaii to
prove it as well as to dispel the
groundless fear that any of our own
Industries will be hurt. "In my judge
ment," says the President, "no Ameri
can Industriy will be benefited by the
proposed action. It Is to our advantage
as a Nation that the growing Cuban
market should be controlled by Ameri
can producers.'" Thus it is an ap
peal for the United States as well as
fir Cuba that the President makes.
The question now is, will Congress
heed it? The answer is by no means
certain, and Is Interpreted differently
according to the points of view. The
President's action tends to make Cu
ban reciprocity a party m'-ajure, but
it will require a majority vote In
caucus to mak" that fact clear and
officially binding. There are signs of
a break in the beet wugar ranks,
though some of the greedy, selfish gang
are apparently as defiant as ever. If
the insurgents continue in rebellion and
divide the party, with the probable
consequent result of losing the House
of Representatives, the responsibility
will be entirely theirs. Theodore
Roosevelt has bravely performed his
part. It is now "up to" Vingren and
the people. The former may perhaps)
fail hi Its duty, but the latter can be
trusted to speak with no uncertain
voice on next election day.
