If they please, bout the good old times, when every- tvirtv nt lonr and made money with mi. streets, light, clean water, or much taxes. The time has come when Portland'! pnierty-owner must con alder much money spent In Improve ment well spent. The time has come when we must have good streets throughout the bus- ineas and principal residental part of thte town . V must have such streets before 19-W. They must be durable streets. They will cost a good deal of money. The property owners mus pay for them. Another thing might as well be atated: It ts the working people who are balMIng up this towif. The prop- crty owners are perhaim doing their share, some of them- on compulsion. and the property -owners include very many working men; but the time has passed when a mere property-owner and money-maker, on account of his property, can dictate the policy of ths town In regard o streets and other Improvements. We are going ahead. We are going to get out of tl mud. We are going to have fine streets throughout the business district and the principal residence districts be fore 1905. W are miner to make the abutting 'snd adtaeent nronerty, and tne proper- ty In the city as a whole, on the system outlined In the new charter, pay tor such improvements. We are going to Improve our streeta hereafter with the best material adapt ed thereto, considering climate and durability of the material therein. Portland is going to be no longer a loafing backwoods village. We are going to get our shoes shlned on Washington street without getting In mud to our ankles before reaching Morrison street. These mails about costs from rich men are going to fall on deaf ears, or ears that are listening to something more important and reasonable. We are going to improve, improve, Improve; and pay, pay, pay, the prop erty will pay the cost of the improve ments, and It will be the best invest ment the property-owners ever made or at least that they could make now. If your town Is large enough to support a newspaper. Invite the editor and Ws force to the meeting. To a man they will aid and support you. If there Is one family In your neigh- borhood that Is particularly obnoxious by reason of Its unt'dy premises, by all means invite all its members and treat them with all the courtesy and tact vou possess. You may find to lyoiir amaxement that this family will take a heartier interest and do more work than many whom you rightfully expected would aid you. If yu are successful In . winning such people to your side you have accomplished at the start one of the objects of Im provement association work. It Is a singular fact but one often proven in our work, that a tactful woman who will show a little human interest in such families and will share flower seeds and cuttings of plants with them will do more to develop in them a spir it of right living than many gener ations of slum workrs who proffer an impertinent patronage. There is an Instinct In the human heart that re sents the feeling that any one Is better than we. This is a divine instinct to be encouraged rather than repressed: for when self-respect is dead beyond repair, hope is dead. I dwell particularly upon the import ance of winning the members of such families to your side, because without their co-operation your work will fall short of full usefulness. Their prem ises will be a cmtinual eyesore and they can do much to iampr you. Their children may lestmv your shrubs and flowers and trample rath across your lawns.
