The public meeting of the Lewis and Clark Civic Improvement League, held Wednesday evening, cannot fall to have beneficial results. No such com bined, concerted efforts are. in vain -while talk .is not the, same as work, talk in all such movements Is prelim inary to work. The work of civic Im provement In mhm ways" has already been begun in this city. More people are taking an Interest In civic im provement than ever before. And this I only a beginning. Some work, or wish to work, along one. line, some along another; some have smaller, some larger results in contemplation; very well;' all will help toward the general result, a greater, handsomer, cleaner, healthier, purer city, in every way. Bradstreets, the leading business periodical of the country, last week discussed a certain phase of this move ment of civic improvement and muni cipal reform at considerable length, and. considering the high and conser vative standard of that publication some extracts from its article, which deals only with the movement among voters, as such, are appended: On every side Indications multiply that the politicians are no longer the only factors in munipal elections. The exerclHe' proved a very Interesting object lesson to pri mary teachers in the teaching of new words. . After Superintendent Rubin son's talk on Reading, the teachers present sang the ' Star Spangled Pan ner," and Superintendent Ackerman took up the topic of History, and dealt with the topic as outlined in the state course of study. Miss Ewing. of Sea side," followed and exhibited specimens jot writing prepared by. her pupils and told in brief of her method. Superintendent Robinson closed the 'afternoon session with a talk on Geog raphy. The eevning session, held at the Con gregational church, and , vocal - solos were rendered by Mis Kathryn Bhive ly and Miss McCann ,and a lecture by Superintendent Ackerman, Following is the program for today: THITRSDAT; MAT 22. :00-Music. :10 Arithmetic, by R. The worklngmeu are not behindhand In the movement. The movement for reform is under way, and Is gathering strength from day to day. The average voter, upon whom the abiding success of the move ment must rest .is devoting more at tention to municipal affairs than ever before. It ! Try it and localities, the reformers should contin ue to strive for a large measure of home rule for municipalities, for popu lar Interest cannot long be enlisted in systems of local government from which actual power and responsibility have disappeared. This a as a phase of the subject properly not discussed at the meeting Wednesday evening, but it cannot be overlooked. If we are to have civic im provement along other lines In cities we must have m?n in municipal offices, especially those of the moat power, who can be relied upon to help, not only In speech .but by official action, whenever such action is necessary. And to that end municipal voters must look to the character, the ability, the sincrlty of the men, rather than scrutinise their political predilection or party affiliation.
