ate committee decided to support Hep
burn's Isthmian canal bill. .
Action of the committee was taken
at a called meeting held during the
afternoon and came after a brief re
port by Senator Morgan, chairman of
the committee detailing the result of
the conference with Secretary Hay as
to the status of diplomatic negotiations
with Central American republics con
cerning the canal. He stated that the
secretary told him that there Is no ne
gotiation pending between the Unled
States and Colombia concerning Puna
nuf route and that on the other hand
the republics ot this country and those
ot Nicaragua and Costa Rica had
been in consultation and had agreed
upon practically all points to be cover
ed In the concession treaties, nothing
really being left In that connection but
to put the agreements In writing. He
said that the governments ot these two
countries had manifested a disposition
to make all concessions the United
States could make to aid In the con
struction of the canal and that among
these concessions Is one for a per
petual right of way-
Senator Hanna proposed that action
by the committee should be delayed
until an opportunity could be had to
ascertain Colombia's position. Senator
MtcheU moved to report the Hepburn
bill as it passed the house. Mitchell's
motion was carried.

justice of the peace, constable, road
supervisor.
It is recommended by the chairman
of the county central committee that
no proxy be accepted at the conven
tion unless it be held by a resident of
the precinct in which the delegate is
suing the proxy resides.
