WASHINGTON. Feb. S0.-The secre
tary of the treasury haa received
from the attorney general an opinion
on the question of whether merchan
dise shipped from Pango-Pnngo, Tut
tulta, is entltlvd to free vntry Into the
I'nlted States, Oreat Britain and Ger
many.
The attorney general holds that Tu
tuila Is a domestic territory of the
X'nlted States, and that our tariff laws
imposing duties on goods from "for
eign ports" are not applicable on
goods received from Pango-Pango.
CUBAN RECIPROCITY.
Conference Held by Republican Mem
bers of Ways and Means
Committee.
WASHINGTON, Feb. 20.-RepubU-
can members of the ways and means
committee were tn conference this
afternoon on the subject of Cuban
reciprocity. The conference went
over without action unttl tomorrow.
The proposition brought forward, by
Represntatlve Long, of Kansas, au
thorises the president when Cuba was
prepared to grant 40 per cent on all
products of the island coming to the
I'nited States. This was a straight
reciprocity proposition.

Used as a Headquarters
for Soldiers.
A determined effort is to be made
locally to Induce the War Department
to utilize Fort Stevens as a post for
for the mobilisation of troops, and
Secretary Lyman, of the Push Club,
haa been instructed to communicate
regarding the matter with Senator
Mitchell. Several months ago this
matter was brought to the attention
of the commercial bodies of this city,
but before any definite results had
been obtained the effort was given
up. It Is now thought that persistent
demand will accomplish the desired
end, and that Senator MHcbell will
be able to induce the War Department
to recognise Fort Stevens In a more
general manner.
In addressing the Push Club on the
matter, H. G. Van Dusen said: "I am
satisfied we can Induce the War De
partment to establish military head
quarters at the fort If we persist In
our efforts. Personally, I believe hi
kicking. Those of us who are easily
satisfied seldom get aa much ss we
are entitled to, and the only way to
induce the government to act Is to
keep constantly at it. Fort Stevens
offer the very best advantages as the
headquarters of large bodies of troops, ,
and. while the War Department is
thoroughly acquainted with the situ
ation. It is the place of the com
mercial bodies of this city to urge ac
tion, .y ''
"Fort Stevens Is particularly well
adapted to the mobilization of troops
on account of Its healthfulness. The
Presidio cannot be compared with it
Hhere the climate Is always mild, and
the bleak winds that sweep the Pre
Here the climate ts always mild, and
not prevail at (Fort Stevens. What
Is more, Stevens offers unsurpassed
facilities for the transportation of
troops, who could be marched from
their quarters aboard a transport
without the slightest difficulty. Of
course, the officers would much pre
fer residence nearer a larger city, but
Portland Is not far distant, the trip
requiring only four hours. Senator
Mitchell should be urged Do Impress
upon the department the advantages
offered at the fort."
The government preserves on which
the fort is built contains between 600
and 800 acres. However,, the building
of the . Jetty caused more than 1000
acres of land to be artificially provid
ed, so there Is ample room at Stevens
for all the troops that ihe department
might wish to mobollse there. This
land created by the Jetty can be re
claimed at slight expense merely by
seeding it Property in the vicinity
of the fort could be bought at a very
low figure, so no objection could be
waged on this score. It is pointed out
that Inland forts are being abandoned
by the government and troops being
removed to the coast It is felt here
that Oregon should not be overlooked
in this matter, as has been done In the
transport business, for which Portland
made euch a strong bid, and the com
mercial bodies feel tbey can rely upon
the support of all the other communi
ties of the state.
There is only one drawback at Ste
vens, and that is lack of water. At
present the water supply comes from
wells and is most unsatisfactory. Some
time ago the department asked the
city to submit figures for a supply
or water and a most reasonable rate
was made- The water commission
agreed to permit the government to
lay a separate main from the reser
voir, or else that it would permit con
nection to be made to the city limits.

ter commission Is said to have been
less than one-half that charged by

can be obtained from the Lewis and
Clark river, at a cost, k is km nt
not to exceed $50,000. Private compa
nies have volunteered to provide a
supply, but the government objects
to Warren ton. Flavel and New Astoria
being supplied from the mains which,
would run to the fort It Is believed
here that the department already has
planned for a water system.
That Fort Stevens, which has cost
to date about $1,500,000, is intended for
something more than a fortification is
evident from the Jealous manner in
which encroachments on the preserve
are prevented. Persons hn hav.

summarily ordered off the preserve,
and It is believed extensive Improve
ments are contemplated.

Clark, of Montana, from the senate
committee on military affairs, today
reported favorably the bill for the rat
ification of the treaty for the Crow
Indians for the cession and opening
ot about a million acres of their res

FAVORS CHINESE EXCLUSION.
SAN- FRANCISCO. Feb. 19. The
board of directors of the Manufac
turers' and Producers' Association,
has adopted a resolution favoring the
continued exclusion of Chinese, which
has been sent to the California mem
bers of congress. The Merchants Ex
change of Oakland has also passed
resolutions to the same effect.

tending the pontifical Jubilee of the
Pope began today, says a dispatch to
the Journal and American, from Rome,

PEKIN. Feb. 20. The Dowager Em
press and Emperor granted a New
Years audience to the diplomatic corps
today. The second audience, like the
first, was undignified, because of lack
of order. The diplomats, on entering
the hall, rushed toward the throne,
scrambling for a sight of the Imper
ial party. The official said the emperor
sneered noticeably several times.
MATTESON TAKEN TO HELENA.
HELENA, Feb. 20. Herbert H.
Matteson, the self-confessd defaulting
cashier of the First National bank of
Great Falls, was brought to Helena
and lodged In jail. In default of $15,-
000 bail. Matteeon said In an inter
clew that he expected to furnish the
