In speaking at the Innovation to be
Introduced In ra-lroad methods by :h
creation of the position to which he
haa just been appointed, Mr. Stubbs
explained the matter by saying that
Harriman nad heen considering for
wme time the feasibility and practica
bility of divorcing the traffic of the
nnea In which he is interested from
the other affairs of the road. He has
talked over the- acheme with the other
gentlemen who helped frame the policy
and direct the fortunes of the Union
Pacific and Southern Pacific, and has
evolved a plan, which In Harriman's
oinion. ought to accomplish the here
tofore impoaible task of harmoniiing
the interest of the several Harriman
roads. As Mr. Stubbs puts it, it is a
laa to bring about a unification of
(ntetres-.s with a reduction of friction
and elimination of unnecessary compe
tition, while consolidating the proper
ties under one management.
Under this plan one man is ti ha
charge of the traffic of the several cor
porations and la order to effectually
divorce the traffic from the other af
fairs of the road, this official will re
port directly to the board. This pvi
ticn of power and responsibility, com
parable to no other In the history of
railroading, was offered to Mr. S:ubb
and he accepted. The position is an ab
solutely new one in railroading. Mr
stucos a.ies not even Know what title
vill be bestowed upon him. "I sup
pose." he said, "that It will be 'traffic
director" or 'director of traffic. That is
a matter of detail that ha not been
explained as yet."
"In a word." Mr. Stubbs went ,-n to
explain. "I am to be place 1 in entire
charge of the traffic of the Southern Pa
cific the T'nion Par-ifie, the Oregon
Short Line, the Orvgnn Railroad &
Navigation Company, and I will rp..r:

Mr. Stuhbs said that the n.-w ar
rangement respecting hims.-jf was a
complete surprise to the presidents
the Southern Pacific and t'nion Pacific

Mr. Stubbs was asked if his pro
motion would be attended by any oth.-r

sitions. Mr. Stubbs said that when he left
