Newg. that city has within one as many
ships regularly engaged in the Oriental
trade a all other ports on the Pacific
coast combined. If the comparison he
based upon tonnage the showing of Ta-
coma Is still more remarkable. The
News' estimate of :hp tonnage of its
vwsels is 129.400 and of the vessels sail
ing between all other Pacific coast port
and the Orient, 5S.774. In making this
estimate !t figure the tonnage of the
Indrapur.i and Indravelli at 3.132 tons
each, while the Glen boats, which sail
from Tacoma. ore given as having a
capacity or from 5000 to 11.000 tons. As
the Oregonlan gives the figures of the
former as 80W tons. It will be interest
ing to note what it has to say about the
11.000-ton Glenroy, of the Tacoma Orien
tal line. "Figures never lie." but the
users of them do enough of it to make
up the deficiency.

ent of the Post-Intelligeneer which
takes exception to some recent articles
In these columns on the treatment of
the negro at the South. Its great
length makes It impossible to print It.
but the position taken may be referr-d
to briefly, as it is that common to
apologists for the present reactionary
movement in the Southern state?.
Not one reason has been given by any
one for the franchise conditions now
being adopted at the South for the
vuroosp of excluding the negro from the
ballot. This talk about "negro domina
tion" Is supremely meaningless. The
last possibility of that vanished twenty
five years ago. The North does not de
sire It, but the South is not In fear of
It. It is a mere chimera; and states in !
which It Is most obviously a phantom I
have been eager to forbid the black '
man to vote.
We hold that, when a portion of the
voting population is excluded from the
suffrage, then the representation of the
state affected In congress should be re
duced proportionally, as provided by

matter of Justice. There Is no "negro
domination" In that. We hold that the
negro should have his opportunity.
The mass of the race at 'the South are
still sadly low In the scale. Hut they
have potentiality. In all the South we
know of no white man whose name
deserves to stand, for Intelligence, pa
triotism and goodness, above that of
Hooker Washington. Who shall say
that a race which can produce him
should not have a chance?
The movement against the negro now
Is evil and the motive behind it is bad.
We say this because It goes on, with
even accelerated Intensity, after the pos
sible political predominance of the race
Ins been destroyed. In Virginia and til
Mississippi they are proposing to divide
taxes paid for school purposes between
he schools for whites and blacks In the
proportion paid by the two race. Sen
ator Daniel, stanch Southerner as he Is
opposes lt:but it will prevail, we believe.
Just as the suffrage amendments have.
The Southern people do not hate the
negro, but they lose their heads when
ever the race issue Is raised. A de
signing politician can lead them to any
thing If he can give hi cause that
tinge. Add to what we have sa!d the
discouragement of negro education by
Governor Candler, of Georgii, because
his place l as a "field hand." and we
can see :he salient points of :he new
gospel, which is too much like the old.
The South has nullified one amend
ment o the constitution, undoubtedly
believing that its political salvation
depended upon It. The North, not
sure now that it. in lis time, did not
blunder in giving Immediate and un
conditional citizenship to all the ne
groes, has acquiesce! That iucount is
closed: negro supremacy and domina
tion co with it. Now Is there
any reason why the negro should
be deprived of the ballot, a
constitutional smendment should be
nullified. and a vote at th
South count from three to five times
as much as one at the North? ruvt
hns "negro domination" to do with
that? Or is there sny reason why the
negro, though politically a nullity,
should not have all the opportunity to
ImDrove his condition, industrially ar.d
mentally and morally, that we can give
him and that the years of our national
crime against him have made a sacred
debt?
