WASHINGTON, April 18-The secre tary of sta: received a cablegram this ir. .rniiig from Mr. Squires, U. S. charge at I'ekin. da'ed Pekln, April IS, say ing: "The winter palace occupied by Von V.'alibrsee ha been accidentally des troyed by fire. Oeneni Schwartzkopp, chb'f of staff, was fatally burned." This incident may prove more ser ion than appears on the surface. It is known from diplomatic communlca t'on received 'n Washing-ton that In tense feeling ha 1 been aroused among the Chinese over the occupation of the ertpr"'s dowager'. palace by Count Von W.ild.-ree and his military staff. It Is known that this military occu pation of the Imperial palace was the moving cause for the rejection of all overtures for the return of the Imperial f(i"tily to Pekln. From a Chinese ptand nolnt it wms Impossible ;o even consid er the return of the ?mjv?rial family so Ion? as the eommand-?r-in-chief of the allied force was in actual occupation of th? empress' palace. NVw that the pahce Is entirely des troyed. It may have a bearing on the r-. turn of the Imperial family. A new el iection is created in -he removal of the palace Itself, for under Chinese usage the imperial amily must occupy tlnse exclusive quarters. JAPAN WILL FIGHT. ('Correspondence of AssocliteJ Press.) YOKOHAMA. March 30. via San Fra-vlsco, April IS. Whether the fev erish aetlvi'y at the arsenals and navy yards, or the uninlmous voice of the native nress or the corroborative, reports of a decided stand being resolved up on by the government are taken into -onsldera-ion, there remains little or no doubt that Japan has made up Its mind to face Russia alone If necessary. There is no mistaking the patriotic fervor of the people. It surpasses In intensity all that w-as exhibited at the outbreak of the Chinese war in 1S94. and a dissenting voice Is nowhere to be heard throughout the length and breadth of the land. Even the most conservative and moderate of the Jour nals are pronounced In their advocacy of the firmest kind of a stand on the pirt of the .jowmment. The Yorodzu has the following in today's issue: "Although it has been reported by Router and others that China has re jected th? Manchurlin convention, we must not congratulate ourselves there upon. We must be on the alert as ever, all the more mo because there has been received in .Tokio later reports to the effect that China has at last been com pelled ;o sign the convention. Even thoiiuh those later reports may turn false, we must not think that the Man churian mi -stlon has satisfactorily been settled. We -iced to scarcely say that Russia will never abandon her preten sions on Manchuria, unless forced to do so by some high-handed measure. "In connection with this we are glad to hear that iur government has de cided to adopt decisive measures with retard to the Manchurlin and Korean questions. Japan will, we are told, mnvj independently of other powers and in a most vtgirous manner. Let us hope that' all this is true. It la high time: for this country to see whether or not it can drive back the great dis turber of the peace of the far East. Were we to remain idle. Manchuria and then Korea will irrevocably pass into Russia's grip, no matter whether the Manchurlan convention Is signed or not." As outward evidences of the feverish activity, every vessel of Japan's im mense fleet Is In commission and !n a state of perfect preparedness. The standing squadron is maneuvering- in the vicinity of the Korean coast. The time of relieving the Korean garrisons has been shortened and the main bat talion ' despatch -id ' thither with three staff officers.
