Possibly British war ships' may be dispatched to bring pres sure to b?ar upon Russia, but this will not result unless some fracas un expected by London and St. Petersburg occurs between the opposing forces of Tien Tsin. This assertion Is based upon exhaus tive Inquiries made by the Associated Presi In London. A prominent British tfficlal, often the mouthpiece of the government, whose position makes it undesirable that he should be named in this connection, said this evening: "It is useless for our newspapers to use urovocatlve language. They forget that we have a great army In South Africa and that we have no other army, or the making of one, elsewhere. It Is Impossible to go to war with Rus sia." TROOPS WILL WITHDRAW. LONDON. March 18. On the highest official authority the Associated Press Is authorized to announce that the diffi culty at Tien Tsln between the Rus sians and British over the construction cf a railroad siding in territory claimed bv both probably will be solved by the withdrawal of both the British and the Russian troops from the ground in dis pute. FORTY ARRESTS MADE. LONDON'. March 18. A dispatch from Shanghai announces the sailing today of t'nited States Minister Conger. The condition of LI Hung Chung has Improved. INCIDENT EXAGGERATED. LONDON. March 18. -There is a dis position here to think too much has been made of the Anglo-Russian incident at Tien Tsln. and a more hopeful view of the affair is taken today. This is aided by the statement contained in Dr. Mor rison's dispatch from Pekin yesterday to the London Times, which is taken to mean that the combined efforts of the interested powers are having the effect of causing St. Petersburg to check any tendency to undue aggressiveness on the part of the Russian representathes in China. The comments of the afternoon papers here repeat the views of the ma jority of the morning papers, namely, that diplomacy will be able to smooth the friction. The officials of the British foreign of- iuce have not yet received oniciai con ffirmatlon of Russia's alleged backdown In regard t ) Manchuria, Turkestan and Mongolia, ind Inquiries on the subject are now bMng made at St. Petersburg and Pekin. The British foreign office Is not relaxing its efforts to secure a more satisfactory statement or thJ in tentions of Russia, but the officials de precate the British press agitation on the subject. On all sides it is officially and otherwise said that Great Britain has not the slightest contemplation of resorting to hostilities against Russia, whatever may be the outcome of the prtsent negotiations. Replying to Sir Ellis Ashmeade-Bart-lett (Conservative), Mr. Balfour, the government leader, said In the house of commons today the government does not possess any information Indicating any decline In British Influence. in the Yang Tse provinces. As to the Russian claim for the waters of Blonde and EI lott Islands, the British government ha3 received no communication on the sub ject from Russia. The Russian admir al has remonstrated against the pres ence In the waters of Ellott Island of H. M. S. Plover, which Is engaged in pursuing pirates. But British ships have a perfect right under the treaty of Tien Tsln Jo go there. NEW YORK, March 18.-Accordlng to advices received by the Herald from Washington, the diplomats there say that Manchuria and not Tien Tsln Is the danger point to the Chinese situ ation. Th-se gvntlemen assert that Great Britain, Japan and Germany have aiven Rustic to' understand that they will regard with disfavor the signing of the Manchurian convention, it is further stated that If the convention Is signed a vigorous protest will be made by these powtrs and, should this not b effectual, more aggressive measures will be taken. It In stated that the only danger In the situation In Tien Tsln lies In the antipathy of the British and Russian troops for each other. C, March 1S.- Some discussion has been aroused over the prohibition of the hoisting of the green flag above the city hall In honor of St. Patrick's day. Alderman W. S. McDonald forbade the janitor to hoist the emblem, among the reasons given being that it was merely a green streamer without a harp and that in its present form R was a Fenian emblem. The Candian railway has made a radical reduction in passenger charges.
