PARLIAMENT DISGRACED.
Liberal and Irish Leaders Give Their
Views on the Rwent Display of
Force.
NEW YORK, March S. Sir Henry
Campbell, Liberal leader of the house
of commons, and Mr. John Redmond,
the leader of the Irish party, discussed
the recent scenes In the house In spec
ial dispatches to the Journal and Advertiser.
The Liberal header says:
"Many circumstances of our life and
condition of society rest upon physical
force, which Is a rather humiliating
fact. The rules of the house of com
mons, which usually work so quietly
equally rest for ultimate authority on
force. It seems tc me that the display
of force the other night was repulsive
to the feeling of everyone of us and
certain not to add to the dignity and
credit of the house.
"The introduction into the hous of
a body of police struck a heavy blow
at our dignity. Legal, not physical
force, should be employed in future and
members would then obey without a
murmur. Their ideas of their Indepen
dence would then be vindicated. By
suspending members fur the whole ses
sion, the government practically dis
franchises their constituencies."
Mr. Redmond says:
"The enactment of a penal provision
such as suspending members in what
professes to be a free assembly is a
hateful, degrading proceeding. In con
sequence of the hurried application of
i-losure .m Tuesday night, there was a
natural ebullition of feeling on the part
of Irishmen. I give my unqualified and
absolute denial that it was premedi
tated.
The whole moral responsibility for
what occurred rests on Balfour. No
government ever gained by parliamen
tary sharp practice. Such attempts re
coil on those who use them. Tear by
year parliament has been lowered and
degraded.
"The robbing of Ireland of her parlia
ment having compelled us to come
across the water to an English parlia
ment, It is some consolation to Irish
men that the price to be paid is so high
and bitter a one."
WELL-KNOWN HISTORIAN DEAD.
John Hlttel, a Pioneer Journalist of
California, Passes Away.
SAN FRANCISCO, March 8.-John
Hlttel, the well-known pioneei" historian
and journalist, died early today at his
home in this city, aged 76 years. He
was a prominent member of the So
ciety of Pioneers and was the author of
numerous works, his best known being
his "History of California."
BUYING LONDON ROADS.
American Syndicate Will Invest $15,
000,000 Within Eighteen Months.
NEW YORK, March 8. The Herald
says:
If the plans of Albert F. Johnson
and a New York syndicate which he
represents prove fortunate, a transit
project representing $13,000,000 of capi
tal and owned by Americans will be
established within about 18 months In
London, and another one. representing
Jears
$:.,i.0ri 0f American capital, will be

The money, Mr. Johnson says, Is
ready for investment as soon as fav
orable conditions are reported.
One of the projects, the first named,
is that of the Raker street underground
road, which is to run from the Elephant
Castle, in London, to Paddington sta
tion, and be about six miles long. The
other plan is for an underground road
near the Rank of England to St.
Georee's circus, which is not far from
the EK-pnant and Castle.
"Th franchise for the Baker street
road." said Mr. Johnson, "was one of
th assets of the London and Globe
finance corporation and the directors
some time ago let me have an option
on the franciiise and the portion of
the road which they have built. This
option expired one day last, week and I
have had it renewed for sixty days.
"A syndicate, consisting of some of
the strongest financial Interests of this
city, has been formed and is ready to
put up the necessary money. My part
ner. ex-Representative Benjamin Cable,
of Illinois, is now in Ixwdon locking
after our Interests and will probably
sail fir this countrv in a frw days.
When completed the road will represent
a total investment of about $l"o.

EXPLOSION AT A QCARRY.
Two Men Killed and Three Fatally In

EL PASO. Tex.. March S.-Two men
were killed outright and three Injured
so badly that they wju , Dy a h-avy
explosion of dynamite at a quarry near
this city. All were Mexicans except
the foreman. Charles Shelly, who came
her? two years ago from San Antonio.
He was injured about the head and
body and cannot live.
.The men wre engaged in placing a
charge of dynamite at the top of a
bluff when the explosion occurred. They
were thr nvn to the level ground below
a big pile of hug- stones, some of them
w-ighing several tons. All the victims
were horribly mangUd. Surgeons were
sent from the city to the scene of the
accident and th" injured were moved to
the hospital

NEW YORK, March S.-A new reign
in England is th" signal for the reno
vation of the palaces, says the Trib
une's London correspondent. All the
town and country palaces b"longinfr to
the crown will be repaired, decorated
and Improved during the period of
mourning, at the expense of the state.
Many changes will be made at Wind
sor, and Buckingham Palace will be
transformed Internally. The gardens
will need but little attention. Another
year and royal garden parties will be
frequent and it Is not unlikely that
drawing rooms will be in the evening,
not in th afternoon.

the election of United States senators

"The object of the conference is to

and Delaware adjourning without elect
ing senators. Unless the deadlocks are
broken, our party will suffer and it Is
our desire to have the states repre

NEW YORK, March 8.-Frank W.
Redding, formerly of Newark, who was
a member of the Astor battery during
the Spanish war, ! Is said, discovered
a eold mine en the Island of Mindanao
In the Philippine.
A quantity of the dust was forwarded
to his brother, Wm. F. Redding, of
Newark. The latter sent it to the U.
S. assay office in New York and he
has received a report from the govern
ment assayer that the dust proved to
be 8'J" fine and that It was worth In
Its crude state $18.50 an ounce. The
Newark man cabled the news to his
brother.
