The letter bear the alleged signature of Kobert Wilcox. Another letter, dated Honolulu, March 8. 1S9S, ay: "I am thinking of going to the Phil ippine islands and giving my assist ance to Aguinaldo against the invid erg. hypocritical Yankees, carpet-bag politicians." Wilcox declined to make an extended answer to the charge tiled by Gear. He fays he ha no fear of the charge made. He admits that he wrote in ters to Dr. Losado, Captain Burgoe, Senor Luna and C. Ca-sar M irena, an Italian of this city, whom he had known while the latter was in Hawaii. Gear claims that the letter and utter ance of Wilcox are trea-ionable and petitions congress to unseat him. Their trial displacement will be about 9700 tons each. They will be equipped with 21,000 horse-power twin screw en gine and will have a speed of 22 knots per Jiour.
