Both he and Prince Ching balked at signing the Joint note when they considered the question, until the court waa heard from again, explain ing that the emperor's edict directing them to put off signing prevented them from using the Imperial seal until per mission shall have been received, which permission they claim to expect hourly. It la known here among the Chinese that the extreme anti-foreign element la now In power and that the court fav orites now advise the empress dowager. Of these the best known are LI Chuan Lin, a cabinet minister; Gen. .Ma and Tung Fuh Sing. Their views coincide perfectly with those of the southern viceroys, particularly with those of Chang ChJ Tung, who has threatened to rebel if the note Is slgneJ. LI Hung Chang and Prime Ching both strongly urge the signing of the agreement and they believe that their counsels muht prevail. They have point ed out. In the strongest possible terms. that the very existence-of China ne cessitates the acceptance of the terms of the powers snd that failure on the part of China to sign may mean tha allies will. s join As the state of the weather makes such a step feasible, send troops over the country and that parts of the empire heretofore untouch ed will feel the scourge of the war. OTTAWA, Ont., Jan. 9 The Domin ion government has had under consid eration the case of Georg West, alias "Kid" West, who was brought from the Walla Walla penitentiary, where he was serving a term, to give evidence In a murder case from Dawson City. West, after being taken to Dawson, was charged with being an accessory to the murder. The United States au thorities held that he was obtained under fals pretenses as the arrange ment was that he was to be returned after giving la evidence. The minis ter has decided that as this was the case West ought to be returned and therefore he will be turned over to the United States to be returned to the penitentiary. NOT ON FRIDAY.
