The example of other nations having representative legislatures is on the whol in favor A small ratios and lirge houses. In Great Britain and Ireland there are C70 members, ai.d the ratio is only some 61.000. That is to say. the United Kingdam. with little more than half our population, ha nearly twice as numerous a house, and each of its nvembera represents a few more than a third as many as each of ours. France has 5S deputies, each represent ing a population of about 6C.0CO. Ger many comes much the nearest to our standard, with ::97 leputies, each rep resen:ing about 131.600 persons; but even Germany l.as a larger house and a smaller ratio than we. If from for eign countries we turn to our own states and their legislatures for ex amples, the same rule holds good though its application greatly varies. New York has a ratio of 48,000. Connecti cut has a representative for each 3,600 persons, Pennsylvania one for each 31. 000. New Jersey one for each 31.000. and so on. It Is to be observed, how ever, that in fhese states the numbers of legislative representatives are fixed by constitutional enactment, and are not varied with each reapportionment. Undoubtedly It is desirable for rep resentation in Btate legislatures to be bastrd on a much smaller ratio than in congTess. It would be absurd to send to Washingt-m such an army of rep resentative as the nation would have on the Connecticut basis, or even that of New York. It Is doubtful even If it is desirable to swell our congress- to the numerical size of those of Europe. The British parliament weds to be chosen on a smaller ratio, and thus to bn "nearer to the people," than our oonjrreM. because. It largely fulfills the functions of congress and state legisla tures in on.' The same may be said of the French and German houses. The experience of the two countries has been that larger houses ore apt to be un witldiy and Ineffective., if not riotous. Such consideration will doubtless be en tertained at Washington.
