The German government has decided
that hereafter the English language
shall displace French as an obligatory
study In the three upper classes of the
public gymnasia. This decision was
not reached on account of the existing
ill-feeling between France and Ger
many but on acount of the fact that
the English language Is rapidly be
coming the medium of communication
between all nations, civilized and un

Last night's New asserts that the
"Nicaragua canal scheme is not to the
interest of the Northern Pacifl- -es."
We believe that nothing before the
present session of congress, save only
the project for a 40-foot channel at th
mouth of the Columbia, would so great
ly benefit Astoria. The completion of
the Nicaraguan canal means the end
of the cinch of th transcontinental
railroads In the management of Pacific
coast commerce. It means that a large
portion of the manufactures and pro
ductions of the Eastern states now
brought to this coast by rail will be
brought by steamer instead and that
our products will be returned in the
same vessels. It means that we shall
obtain the products of the Eastern
states at a cheaper rate and get more
for our own. It means that the coasi
cities will leap Into prominence as com
pared with ambitious Inland "ports.
The fight against the canal Ig insti
gated by the railroads and is on a par
with the old time cry against machin
ery for displacing labor.

out that honors and emoluments ought
not to be taken from brother officers,
guilty of no fault, as was the result
during the war with Spain, by which
some officers were actually left In low
er relative positions than they occupied
before the war began, and recommends
strongly either of two bills pending In
the last congress providing for honor,
courage and sen-Ice medils, which the
secretary recommends should be to far
retroactive as to recognise the unre
warded of the Spanish war. The secre
tary concludes Ms report with a tri
bute to the meritorious officers, which
Is characteristic and appreciative.

naval sen-ice, not only In battle, which
:nakes service conspicuous, but on the
voyage, in watches along the coast, in
expeditions to distant Islands, In the
trying responsibilities of command often
unaided and alone. In the unmartlal
work of transportation. In hospital and
on station. In surveys and soundings,
In instruction and discipline, in the In
tstmably valuable preparatory work of
the bureaus and navy yards, and in all
the shifting variety of exacting dutits
in which service. If not conspicuous.

ered with a seal, loyalty and ability
as heroic In the homely routine of com
mon place as when exhibited on the
field of glory. There is na finer type
of the public servant trained to high
sense of his official obligations, and no

Of the operations of the department,
which the report take up in detail, of
chief interest are the armor contract
for 16, 000 tons at NJ5.52 as against bids
of 1430 and original price of $543, and
the consequent avoidance of th neces
sity for the $3,000,000 plant authorized
the acceptance of the battleships
Kearsarge and Kentucky and the
torpedo boats Craven and Dahl.
