Bryan Is reported to have said that
he has "more than an even chance"
of carrying New York state. He prob
ably meant even a chance.
The decision of Justice Friedman, of
the New York supreme court, that the
cession of Porto Rico to the United
States did not make its inhabitants clt
ltens, Is only another proof that Bryan
is as badly twisted on this subject as
on all others.

The Coebel murder trials bid fair to
be as notorious and unending as the
Dreyfus case. The story of the, bribery
of one of the chief witnesses against
Powers will bring Into further dimpute
a state which wag already carrying
about all tlie disgrace it could well
bear.
In a letter to the editor of the As
torian. James W. Welch, who has been
making a tour through the greater part
of the state and is thoroughly quali
fied to correctly estimate conditions,
writes that the Republicans will carry
Oregon by from nine to fifteen thou
sand majority.
The lawless depredations committed
under the guise of sport, which mark
the return of every halloween, are no
credit to their authors and should not
be tolerated. They have their part
in teaching disrespect for law and the
rights cf others, a peril against which
we need particularly to guard. There
is a point beyond which fun ceases to
be innocent and, when personal property
is destroyed or removed from the prem
ises of the owner, it Is time for the po
lice to take tart in the sport.
The authorities of Sumner, Washing
ton, are quite right In insisting that
the Japanese and everyone else must
be protected from violence. This is a
free country but nothing will to
soon check our freedom as Its abuse.
There is a rroper way to deal with the
cheap labor question and that method
was most successfully tried in Astoria
but a few weeks ago. A little morel
suasion for the employer, until he
is compelled to realize that by
using Asiatic labor he incurs the
displeasure of the entire community,
will In; found a more sensible, less trou
blesome and equally efficacious method
of settling the question.

WHY IT IS REVIVED. .

It is a singular fact in the history of
the Democratic party that whenever It
advances a new or resurrects an old po
litical hereyy It Is for the express pur
pose of supporting a cause which is
either fundamentally wrong in principle
or which would seriously militate
against the Interests of the country.
Statesmen of another school can be
found who are willing to stretch the
languige of the constitution to ir.eet
conditions which were not anticipated
or provided for by the framers of the
constitution, when theuue public Inter
est requires such an expansion. Thus
the constitutional (revision authorising
congress to regulnte commerce between
the states has been 'nterpneted In the
largest possible sens.?, to give the gen
eral government authority to exercise a
control over railways and telegraph
lines, subjects which it Is Impossible to
conceive that the framers of the consti
tution ever anticipated as coming with-
1 1 the powers of the federal government.
So the constitutional provisions giving
to the federal government control of
the mails, by a like generous stretching
in the interests of public Justice, have
been used as machinery to break up the
operations of lotteries and other swind
ling schemes, designed to fleece the pub
lic The Democratic party has such a high
and holy regard for the constitution of
the United States that It never attempts
to read anything into that instrument
unless It is something to the detriment
of the country; something to weaken
the powers of the federal government
when dealing with new and unforeseen
contingencies: something which will
work a direct injury to the labor of the
country, or something which will tend
to the political advantage of the Demo
cratic party. Thus for a generation the
Democratic party insisted, and many
Democrats. Mr. Bryan included, still In
sist, that any tariff law designed for the
purpose of protecting American labor is
unconstitutional; that the federal gov
ernment has no power to protect the la
bor of the United StaU from the com
petition o( the cheap labor of Europe or
of Asia. Many Democrats likewise
doubt the constitutional powers of con
gress to restrict the importation of alien
labor. On the other hand, ihe Demo
crats of the Calhoun school, when Inter
ested in extending slavery over all of
the territory which the United State
had acquired by treaty or purchase.
promptly read into the constitution the
provision that it extended of its own
proper force over all newly acquired
territory, abandoning for the purposes
of that argument the other Democratic
dogma that the constitution was a mere
compact between the states.
The same doctrine, long ago repudi
ated and rarely heard of In the present
generation, has in this political cam
paign been revived, and for what pur
pose? Apparently for the purpose, now
for the first time frankly disclosed by
the Democratic leaders In this state, to
open the doors of the country to the
Chinese In the Philippines and Hawaiian
islands, and to permit them to come
into this country and replace white
labor.
Had it not been for the public confes
sion, Just now made, the underlying mo
tive for the resijrrectlon of this heretic
al doctrine might have been overlooked;
and under cover of the smoke of other
issues, this Important feature of the
present campaign might have been ob
scured. The position has been taken
by the Democratic party in this state,
the confession was made, and there is
now no escape from it. If a Democratic
president Is intrusted with the duty of
enforcing the laws. If he Is permitted to
place his Interpretation upon the con
stitution, and to hold that it extends
of its Inherent force over the Philippine
islands, no federal official, acting under
orders of that Democratic president,
could or would refuse entry Into the
United States of any Chinaman from the
Philippines or from the Hawaiian Is
lands, It ahould h remembered that the
Democratic party, In congress, Is abso
lutely controlled by the Southern mem
ber. They are not returned by the
vote of wrorklngmon. Labor has no
friends among them. The Southern cot
ton and sugar planter, who constitute
the political power in that avotlon, re
quire an abundant supply of cheap and
docile labor. It has been more than once
advocated In Southern newspapers of
standing that an attempt be made to
procure Asiatic labor to replace that of
negroes. If they could procure other
labor as cheap, to replace the negroes,
the Southern states would be glad to
rid themselves of their niwnl negro
population by making It impossible for
a in gro to rema'n Ithln the border of
those states.
The fact remains, and It cannot be
successfully disputed, that the election
of.a Democratic president would be fol
lowed at oncJ by the opening of the
door to the Chinese of the Philippines,
while a re-election ot McKlnley would
Insure the continuance of the present
policy, under which those Chinese have
been and always will be excluded.
