American government which should be

any other, it Is the navy department,
which has reached Its present grade
of efficiency under the able oversight of

The Nation will support Lieutenant
Hood In his earnest plea for a trans
pacific cable to be operated by the gov
ernment as a military necessity. We
do not. however, share the pessimistic
doubts of the lieutenant as to the likeli
hood of favorable legislation, unless
the Democrats should win In the com
ing elec tion, which is altogether improb
able. The passage of a bill for the con
struction of such a cable would be
quite In line with the progressive policy
of the Republican party and, if that
party be permitted to continue in pow
er, the expense necessary for laying the
cable can be easily met.

Our Democratic friends are prone to
assert, when things go against them
when their predictions are unfulfilled
and their principles remain unverified
that it ''Just happened so," and they
continue to preach their false doctrines.
Ignoring the facts and Insulting thy
Intelligence of the American people.
For instance, there was no louder.
more persistent assertion made In the
campaign of 1S96 than the sllverite cry
that the prices of silver and wheat
went together; and when wheat went
up to a dollar and the price of sliver
remained in the ditch of demoralisation,
the "just happened so" cry went up:
but the Bryanites have fought very shy
of the subject ever since.
Now Mr. Bryan and his support.
are asserting that the prosperity that
now prevails the country over is In no
wise due to the wise policies and benefi
cent laws of a Republican administra
tion. It "Just happened so," is again
the cry. Let some facts and figures
covering the last three national admin
istrations decide the question:
Official statistics, published by the
state of Massachusetts, show that dur
ing the four years from 1SS8 to 1892
Harrison's administration) there was
in that state a total increase of $73,941,
880 ln the value of the product, .18,244,-
'4 in the total wages paid, and 27,364
in the number of persons employed In
he establishments reporting for those
years.
The next four years were those of the
second Cleveland administration. There
as an increase ln one year 1894 In
each of these Items; but subtracting
the Increase In 1S94 from the total de
crease curing Me other three vears
there was a net decrease of $96,916,6061
ln the value of products; $4,085,252 in
the total wages paid, and 16,687 in the
number of persons employed.
Prosperity returned In 1897 and 1898,
under the McKlnley admnintratlon, and
there were increases all along the line.

state labor bureau shows the number

years from 18S1 to 1899, inclusive. The
results substantiate the Massachusetts
comparison.
Under a Democratic low tariff pros
perity took wings and flew away; under
the Dingley protective tariff it returned
and was glad to get back.
There' was a steady increase during
each year of Harrison's and McKlnley's
administrations, both In the number of
persons employed and total wage paid
and a decline In those Items during
Cleveland's administration. For" the
year ending June 20, 1S99, which was the
