General Nelson A. Miles has been
made chairman of a committee having
in charge the pushing of a movement
to construct a great highway across the
United States from ocean to ocean. It
is a huge project but Is entirely feas
ible and will certainly be carried out.
If there is any one adjunct of present
day civilization In which this country
Is deficient more than In any other, it is
in good roads. The pleasure and
profit derived from easily traveled
thoroughfares are incalculable. They
mean to the producer easy access to the
markets and hence increased prof
its. As an aid to healthful rec
reation, an abundance of first-class
roads can hardly be excelled. The
construction of this great national high
way will mean that the millions an
nually spent by Americans In European
travtl will be largely diverted to the
great West of our own land. Trans
contintntal and interstate bicycle and
automobile tours will be the common
summer recreation. It Is proposM that
this highway shall be first-class In
every respect. It will be constructed
largely by the prisoners of the various
slates, counties and towns through
which the road passes. It will be lined
with hotels and restaurants and will
attract to its neighborhood a great
population. Constructed, as It will be,
under the supervision of experts, it
will be an object lesson for every com
munity and will be the beginning of a
new era In road building in America.

fake Interview, purporting to be with
him, published in the Portland Sun in
1S94. The Republican says:

attacked by the morning paper on the
eve of his coming. Then when the
speaker arrives, some who claim to be
Republicans but are working night and
day for the success of the other paper,

THE DESCENT OF BRYANISM.
New York Tribune.
Bryanism is on the down grade. That
Is one of the most obvious features of
he present campaign. It Is also, theo
retically, one of the most deplorable, be
cause the reference Is not merely to the
waning strength of Mr. Bryan as a can
didate and his lessening hopes of win
ning even as many votes as he had
four years ago which should be matter
for rejoicing but also to the marked
lowering of tone of the utterances of the
candidate and his supporters, and the
lowering of the grounds upon which
appeal Is made for public sympathy.
In the last few weeks this descent of
Bryanism has been so rapid and so
headlong as to provoke curiosity as to
whether the bottom has been reached
or there are yet lower depths of dema
gogy to be sounded.
Mr. Bryan began the campaign, be
fore and at the Kansas City convention,
in a manner that called for a certain
admiration for his courage and
straightforwardness. If not for his wis
dom. It was a fine spectacle to see him
standing steadfastly by his "paramount
lssue"of free silver and refusing to be
made the candidate of his party unless
that Issue were reaffirmed in the most
direct and explicit terms. The first de
parture from that manly attitude was
seen when. In his speech of acceptance.
he strove to ignore his own chosen Is
sue and to foist into its place another
which he and every one else knew to
be spurious and insincere. Neverthe
less, even In this bit of cowardice and
evasion, he maintained a certain dignity
of tone. His speech was the speech of
a man of parts and character.
Evasion led, however, to swift de-
tllne. Finding that neither trout nor
gudgeons would rise to the "anti-Im
perialist" fly, he tried in succession ev
ery other bait at his command. In one
state It was this, in another that. The
only constant factor was the steady
lowering of tone and degradation of
appeal. When he found he could not
touch the reason of the people he ap
pealed to their prejudice. When the
appeal to prejudice would not avail he
addressed himself to passion, and each
new time to a lower and lower passion.
Today his utterances have reached a
lower level than those of any other
presidential candidate of serious stand
ing within the :nemory of man. He 1"
making his last or latest desperate
appeal to the class hatred which he
seems to think exists here and there.
He tells workingmen of "the growing
Practice" of using the Federal army to j
settle strikes; which Is simply the sug- i
gestion of a falsehood, seeing that In
more than twenty years the army has I
thus been used only twice. He tells
men that the present administration
wants to ' build a fort n-ar every lirg
city and have the army to suppress
discontent by force." The absurdity of
that statement Is obvious, seeing that
the uttermost proposal Is to have only
'r.i- soldier to every 750 of the popula
tion. Its wickedness, as an attempt to
'.xcite hostility to a legitimate branch
of the national government, Is unspeak
able. He tells his hearers that the Re
publicans are going to coerce every
voter who can be coerced, and have
raised a corruption fund of enormous
.size with which to purchase every vote
that can be purchased and thus secure
the presidency, statements both so
grossly and preposterously false as to
be Insulting to the common sense of
the public.
So he goes on, and his supporters with
him, screaming more shrilly with each
new breath and descending lower and
lower in the appeal to passion and In
vIlHPratlnn of their opponents. It is a
melancholy contrast to the Bryanism
of four years ago, which really seemed
to stand for some principles, erron,ou
though thoy wore. It Is a sad contrast
even to the Uranism of last June,
which declared unhesitatingly, "Five
silver or nothing!" Today !t Is "Any.
thing for votes?" It Is perhaps fitting,

emy's country." After what has hap
pened It would scarcely be surprising
to see Mr. Bryan advocating anarchy
and promising unchecked lawlessness to
his follower If he were elected. For
when man, politician or anyone else,
once starts upon such a down grade as
his, he seldom stops short of the bot
tom. It Is exasptratlng to one who knows
