ported to be complaining because the
punishment the allies have been

severe enough. They have evidently for
gotten what their Master said about
turning the other cheek to him who
who had struck a blow upon the
one.
The exlstlns tendency towards liber
ality in religious opinions Is exempli
fied in the growth among; the member
ship of the Presbyterian church of the
demand for a revision of their anti
quated creed with expansion In phy
sical affairs, expansion in the intellec
tual realm is naturally linked. Church-
Janity Is giving way to the more sim
ple, more practical and more nearly
perfect Christianity, until It Is no long
er heterodox to believe that followers
of another faith than our own are like
ly to stand as good a chance as our
selves in the great hereafter. The
world has been indoctrinated to death
and Is ripe for a movement which Is
bound to come in the not distant fu
ture the simplification of the creeds
of the various denominations to a com
mon basis where consolidation wli be
not only possible but practicable and an
accomplished fact.

the Republican nomination is a docu
ment which places the Democratic can
didal under obligations to stop phrase
making; and soberly tll what Mr. Me
Kinley could have done, what he him
self would have done had he occupied
the executive chair, to avoid the present
situation In the Philippines and save
the country from the menace of Imoer
lallsm about which he Is so much con
cerned. The president elves all the
attention to his paramount Issue that
he could ask. ;nd gives It In the form
of a careful review of events from the
beginning of the war with Spain, show
ing; convincingly how every step of the
government of necessity followed from
what had gone before, and how Impos
sible It wis for any administration re
gardful of National honor and foreign
and domestic obligations to do any
thing different from what was done.

the conquest of a people struggling to
be free. But It Is safe to say that
he will be as chary about meeting the

The extended extract from Instructions
and correspondence which the prf-pidfnt
gives shows beyond all doubt our abso
lute good faith In df allng with the Tag
alogs and their absolute bad faith In
dealing with us. Even before the pro
tocol was signed or Manila was taken
they had assumed an attitude of hos
tility. They were without provocation
predisposed to make any accommoda
tion Impossible which did not involve,
even while we were still engaged In
actual hostilities with Spain, the sur
render of the Islands to them for rule
or rapine, a step which we could not
have taken without violating our ob
ligations as a elvlllzed power. Then,
before the treaty was ratified, while
the Bacon resolution, which would have
given them what they bskoX was still
pending, they attacked our troops and
plunged us Into a rlrnggle to maintain
our authority and defend out honor. It
Is easy to say Dewey should have bill
ed away, or terms thould have been
made. But the president shows how,
at every point, any such resolution was
Impossible and sums ud with those
pointed Inquiries:
"Would not our adversaries haw sent
Dewey's feet to Manila to capture and
destroy the Spanish sea power there,
or. dispatching it there, would they
have withdrawn It after the destruc
tion of the Spanish .leot; and. If the
latter, whither would they have direct
ed It to sail? Where could it have
gone? What port in the Orient was
open to It? Do our adversaries con
demn th expedition under the com
mand of General Merrltt to strengthen
Dewey In the distant ocean nn.l assist
in our triumph over Spain, with which
nation we were at war? Was It not our
highest duty to strike Spain at every
vulnerable point that the war might
be successfully concluded at the ear
liest practicable moment?
"And was it not our duty to pro
tect the lives r.nd property of those
who came within our control by the for
tunes cf wur? Could ws have come
away at any time between May 1. 1S9S,
and the conclusion of rx-ace without
a stain upon our good name?
"Could we rave come away without
dishonor at any time after the ratifi
cation of the peace treaty by the sen
ate of the United States?
"There has been no time since the
destruction of the enemy's fleet when
we could or should have left the Phil
ippine Archipelago. After the treaty
of peace was ratified no power but con
gress couli surrender our sovereignty
or alfenate a foot of the territory thus
acquired. The congress has not seen fit
to do the one or the other, and the
president had no authority to do elth
er. if he had been so inclined, which
he was not. So long as the sovereignty
remains in us it !s the duty of the
executive, whoever he may be. to up
hold that sovereignty and. If It be at
tacked, to suppress Its assailants.
Would our political adversaries do
less?"
The president gives the larger part
of his attention to Mr. Bryan's para
mount Issue, but he does not neglect
other topics. Particularly notlcable Is
his treatment of the silver question,
proving free silver to be the Immediate
menace which the three parties sup
porting, Bryan ara.,united to force upon
the- couAtry. Everything that was dan
gerous in the Chicago platform Is still
dangerous, for it has been reaffirmed
in soberness and in the face of the
eachirg of four years. Everybody who
was for sound money in 159? has rea
son to be for sound money now. and,
in spite of all the demagogic outcry
about Imperialism, no reason to desert
the party through which was found
safety for the country then, as It can
alone be found now.
