Such a destructive tornado and tidal wave combined never before visited our shores. The gen erous way In which the people of the Ncrth will respond to offer aid In this dire emergenry will prcve that we are a prosperous, a generous and united people. The new dignity and Influence which cur government has acquired during the wise and patriotic administration of President McKinley are illustrated In today's dispatches which announce that two foreign nations have taken steps towards making payment of long standing indemnities due American citi zens. No one believes that under Mr. Bryan's policy of sruttle and run Americans abroad would be protected in their property r personal rights i or even respected. One of the Important questions re sulting from the recent census of our population la whether the already un wieldy national house shall have its membership still further Increased or the present basis of one representa tive to every 174,000 Inhabitants shall be changed. If the existing basis of representation is maintained, it will necessitate an Increase of about seventy-five In the membirshlpof the house. The making of a law whereby one member shall represent a largely In creased number of constituents would doubtless cause the amis to again raise the cry of imperialism, or prate of the dangerous Republican tendency towards a one-man power. The easiest and bst way out of the difficulty will be to so adjust the representation that states which have deprived thousands if not millions of their citizens of the right of suffrage shall have their representatives reduced In number, as crovlded by the constitution. A careful redisricting of the states wherein large numbers of voters are denied the right cf suffrage by educational and other restrictions will go far towards off setting the Increase of representation due to the new census figures. PERILS OP THE FUSION HABIT. New York Tribune. The embarrassments which ColoneJ Brvan Is encountering In his presiden tial canvass are traceable to no other Influence so clearly as to his fatal pro pensity for political fusion. Nothing is mure captivating to the average pol itician than the prospect of uniting for his own temporary advantage party groups of followings with no fixed views or Interests In common. Success In planning and directing such haphazard combinations has always been accept ed as the only test of genius in that school of leadership which sprang from the Democratic party's original co ciuetry with Populism in 1892. Mr. Bryan took his first political lessons in that school and it was only natural that with his triumph at Chicago in 1896 fusion should become the very watchword of Democratic policy and the negotiations of brittle and ephe meral alliance the mania of the party managers, Democratic, Populist and I ISO? ggy i BSGiWS FILLS f 10 cents enrf ?S cant Q Silver republican, whom the Nebraska lender s coalition progra n had brought to the front. Of all the practitioners who for fc-ur Years have enjoyed Colonel Bryan's counsel and sympathy none has tip plied his theory of fusion with more dash and the-roushno than Senator Marion Butler, of North Carolina. In the North Carolina legislature of 19J .Mr. Butler, then a rising Populist bad er. struck a bargain with the Repub licans by which he obtained one of the Mate's two seats In the senate and Jeter C. Trltchard. a Republican, the other. In though ardmtly supporting Bryan ns the presidential nominee of the Democratic-Populist-Sllver Repub lican alliance, he forced the choice of Thomas C. Watson as a separate Pop ulist candidate for vice-president, and then went home to North Carolina to arrange a fusion with the Republicans for state offces and representative of congress. A year later, when Mr. Pritchard's term expired. Mr. Butler at tempted, though fruitlessly, to defeat his election by a Democratlc-Fopullst union: yet the very next year he was found again combining to send to con gress a delefation half Populist and half Rcpublivan. This summer, thoush beat en "or re-election the other day by Democratic "red shirts." and even driv en by threats of personal violence from the stumr. Mr. Butb'-r is talking ,'.g;iln of arranging a Democratic -Populist fu sion on presidential electors a proixal which the "red shirt"' leaders will prob ably reject w-lth contempt. Colonel Bryan's own record as a po litical pluralist pales somewhat beside that of his North Carolina friend and follower. Still, he has never yet ap pealed for office except as the benefici ary of some sort of political fusion. He ran for congress In 190 and 1'!'2 as a Democrat with Populist approval and Indorsement. His 3rst presidential can vass made on the parimount Issue of silver Inflation drew to his support three distinct national organizations. the Demccratic. the Populist and the Silver Republican. This year, with a naramnunt Issue of free coinage for the far West and a paramount Issue of "government with the consent of the roverned" for the East and Middle West, he is angling for the votes alike cf Silver Democrats, Populists. Gold Standard Democrats. Silver Republi cans. Democratic expansionists and Republican anti-imperialists. All are legitimate fish for the Democratic presi dential condldate. If he can only land them by a Judicious Juggling with the contents of his bait basket. Varying the bait too frequently and too openly Is. however. Colonel Bryan's besetting weakness. Hardened as he is to the promotion of political alliances with no cohesive force behind them ex cept greed for office, he cannot real ize the folly of asking the Southern expansionist and the Northern anti Imperialist to sink their differences for the further glorification of the cause of silver, or the Gold Democrat and the Silver Republican to drop past quarrels and principles in a vociferous demand for Filipino independence. The American voter has a wholesome dis trust of political alliances reared on no tangible community of purpose or opinion, and It will not take many more Indianapolis adiresses to convince him that the motley combination of Inter ests which Colonel Bryan h'-ads this vear Is a coalition for plunder, and plunder only.
