Transportation from the golden sands

Is a humiliating climax to the glowing
anticipations of many a seeker for
easily-gotten wealth, but It Is better
than starvation.
The British correspondents are get
ting "sassy" because Uncle Sam refus
ed to go to John Bull forhis Instruc
tions in re China. "The British for
eign office thought It was entitled to
rely on American support" On what
ground, pray?. America Is not a Brit
ish dependency nor is the Democratic
bugaboo of a secret alliance a reality.
If the Russian policy appeals to the
"United States as the one most worthy
Its adoption. McKlnley does not pro
pose to be bluffed out of It by the
angry roars of the British lion. The
statement that "the moment the Unit
ed States Is asked to accept some
amount of responsibility it hastily ef
faces Itself and execute a hasty re
treat" sounds strangely from a British
source, considering that little Venezuela
episode and we or two other little
happenings which might be mentioned.
THE TRUTH ABOUT TRUSTS.
Brooklyn Standard Union.
Since Mr. Bryan's anti-imperialistic
deliverance at Indianapolis, the other
day. when to his ill-concealed surprise,
after coming a thousand miles to hear
the news, he learned that he had been
nominated by the convention next door,
the trust Issue, as a working and avail
able force In the political arena, has
passed into a state of comparatively
"Innocuous desuetude." and every good
Democrat knows what that classic
phrase means. Even before Mr. Bry
an's theatric and elaborate acceptance,
a quite perceptible chill had fallen over
the local anti-trust centers, and for
weeks, except In the coarse and dreary
cartoons of the "Journal." the trust
bogy", had, so to speak, "cut no Ice."
Despite, however, the diminished im
mediate political interest In the ques
tion, the discussion of the trust problem
as one of the important factor? of mod
ern civilization will go on and whatever
contributes to its determination is of
material and permanent Importance.
Nothing which has lately appeared
upon this subject compares in author
ity or suggestion with the bulletin
(No. 29) Just Issued by the department
of labor, a complete and exhaustive ex
amination of the whole matter, abso
lutely scientific In its methods, and Im
partial and dispassionate In Its con
clusions. Agents of the department
have gathered a vast amount of sta
tistical Information upon forms care
fully prepared and designed to elicit
only facts which were really signifi
cant and which bore on the main propo
sitions which were being examined.
The facts thus collected were then
carefully studied by Prof. Jenks. the

expert of the department, and the re
sult of the whole work Is prefaced by
a brief Introduction by Commissioner
Carrel! D, Wright, than whom there Is
no higher authority, both as a social sta
tistician and master of all the Intri
cate questions affecting the welfare and
the interests of labor. The results of
the examination are thus established
of the very first Importance and entitled
to full and unqualified accopiance, as
settling so far as they go the ques
tions to which they are applied.
The chief objects of Inquiry, as might
have been expected, were directed to
the effect of the trusts on prices and
on wag-is, and while many other al
lied topics are discussed, upon these
two main propositions. In, which the
whole public and all parties are con
cerned, was the principal effort bestow
ed. It will doubtless surprise Mr. Bry
an and his followers to learn that the
facts, the simple, stubborn things, dem
onstrate, despite all that has been sid
to the contrary, that trusts have ac
tually lowered prices and advanced
wages. Of course, there are here and
there exceptions, but, like all others,
they prove the rule, and the figures
which make up the demonstration are
given In detail so that any critic or
objector may put his finger on the ex
act spot In which the evidence falls.
More than two hundred pages, giving
almost every conceivable fact concern
ing twenty of the greatest commercial
centers of the country are given, and
if any critic dissents from Prof. Jenks"
conclusions he has ready at hand the
facts with which to test his logic. In
deed, the clear, candid Intelligence with
which the work has been done Is one
of its chief claims to acceptance and
authority, for Its true scientific spirit
Is obvious; first find out the facts, then
honestly put them together and see
what they prove; rather than to adopt
the customary and reversed mode to
declare some theory and then see
whether facts cannot be found or dis
covered to sustain It.
Upon the questions of wages. It Is
worth while to give the exact language
of the report, as follows:
"It would, of course, be too much to
say that these results show the general
effect of combinations on wages. The
returns are not numerous enough. Be
sides that, many of the combinations
were formed at the beginning of a
period of general Industrial prosperity,
so that an increase in wages was per
haps to be expected. The tables do
show, so far as figures go. that these
combinations have not decreased wages
among these classes of wage earners.
Like tendencies appear also In the ta
bles regarding large private companies.
The evidence contradicts, rather than
supports, the conclusion that high
priced men may be dispensed with,
and their places taken by men of less
experience. In seven cases out of four
teen the average annual wages of sales
men increased, and the average annual I

in ten cases and decreased In two, the
average amount of the Increase being
considerably greater than the de
crease." The law of the effects of the trusts
on prices Is deduced from more than
fifty pages of exhaustive and carefully
Itemized tables, of which, perhaps, the
best Idea may be gained from a synop
sis of the figures themselves the earliest
and the latest dates being given and
the common but variable unit of meas
urement understood:

The conclusions of the report will
doubtless come as a surprise to the
politicians of all parties; possibly to
those who claim to be scientists rather
than statesmen. For it has been so
often said and so long reiterated, that
the rich are growing richer and the
poor poorer, and that the trusts are
the cause of all the Ills that the social
flesh is heir to, that most people had
come to believe it, simply on the well
known every day rule of common life,
that what everybody says must be
true. The department of labor, how
ever, taking nothing for granted, and
without party or partisan Interest,
seeking only the actual facts at first
hands, finds that popular impression
is wrong and the relation of cause and
effect Is an assumption which cannot
be sustained. When Mr. Bryan and his
followers get time to come down from
their glittering generalities, their ap
peals to class prejudice, their attempts
to organise masses against classes, to
array capital and labor In conlllct, they
will find that the cold facts have cut
the ground from under their feet.

you are hereby required to appear and
rnswer the complaint filed against you
In the above entitled suit on or before
the 2th lay of September, 1900, and if
you fall so to appear and answer, for
want thereof, the plaintiff will apply
io sold court for the relief demanded In
the cornpUInt, which Is In substance as
follows:
1. For a Judgment against the de-'
fendants, James T. Hullack and Vlletta
Bullnck. for the sum of $1128.23, with In
terest thereon at the rate of six per eent
per annum from the date of tho filing
of th complaint, and the further sum
of $100 attorney's fees, and the costs
and disbursements herein;
2. That the Men of plaintiff's mort
cage referred to In the complaint and
being upon the following described
property, towlt:
Lots numberod 19, 19 and 20. block
numbered 5S, In the Port of Upper As
toria laid out and "ecorded by John
Adair, Clatsop county, mate of Oregon,
be decreed to be a first Hen upon said
promises and that said mnrtgnge be
foreclosed and said defendants and each
of them be barr.d of all equity and In
terest in said premises except the stat
utory right of redemption.
3. That In case said mortgaged prem
ise shall not sell for a sufficient amount
to rny said Judgment thnt plaintiff do
have Judgment against the defendants
James T. Hullack and Vlletta Hullack
and each of them for any deficiency,
and that plaintiff have foreclosure
for its Hen upon six shares
of stock In tho Equitable Sav
ings and Lo.in Association described
In tho complaint, tho certificate thereof
being numbered 2072; that the title or
Interest for the defendants James T.
Bullnck and Vlletta Bullock In said
property be cut off by said decree and
thut they be foreclosed of all Interest
In said premises; that said property

Judgment above recited and prayed for
