The Democratic politicians have never
been known for their timidity when
seeking office: it la not until after the
election that their apathy asserts It
self. The decision of the stockholders of
the Southern Pacific to appoint a man

that great corporation may be of vital
Importance to Astoria. A new man

bring about startling developments,
and will, at any rate, act without pre

ing such extensions of their line as the
needs of the Columbia valley demand.
Hearst's yellow journals have pub

After reveling in the details of the

THE PROBLEM OF THE HOBO.
Philadelphia Times.
The conventional tramp Is a person of
Insatiable appetite, no residence, rag
ged apparel and undaunted philosophy,
He moves through the world with a
sardonic smile at the folly of an In
dustrious life and an exalted contempt
for diligence, thrift, cleanliness law
abiding, decency, regular habits and
permanent habitations. He Is the hu
man waif, the breath of whose nos
trils Is adversity, the flotsam from a
sea of misery, the jetsam of misfortune,
the legitimate son of sorrow, and he
likes to be all these things.
But he Is a human being, entrusted
according to our Christian faith with
an Immortal soul, and like all other
men conceived In sin and born In in'
iqulty, moving on to Inherit bliss unend
ing or eternity of woe. With this ser
ious future before him he will of course
be of equal importance at the final
Judgment with ourselves, but a wrong
Is being done him on this side of the
last ferry in that he Is not held to be
so now. Nevertheless In his absolute
passivity the tramp, with his para
doxical relations to society, is fore
Ing himself to be a living factor of
the age, and who counts him out misses
something worth considering. Carljie,
in "Sartor Resartus," begs to view the
people of earth denuded of clothing
and gathered on a plain where the
keenest scrutiny might not recognise
the king from the beggar nor the gentle-born
from the child whose birth
place was the covert of a hedge.
The tramp has saved us from such
discriminating efforts, and equally in
his dirt and his acts boldly carries the
label which gives him present class.
But his future and his genesis are alike
clouded in mystery, and the controlling
spirit of his life is masked In the
careless scorn we cast over him. Has
he Joys, as obviously, from our point
of view, he has sorrows? Do angels
minister to him sweet dreams as he
shivers In sleep beneath the cold stars?
In his unending Journeys to somewhere
does he not have a goal where the re
ward of his effort to reach it, awaits
him with a welcome as sweet as the
kiases of children on our own threshold?
These are questions that sentiment may
ask in vain, for the stern, harsh, prac
tical verdict of the world declares the
tramp to be an unqualified nuisance,
crossing too frequently over the flagi
tious line Into a vicious, determined
law-breaker, a menace to life and prop
erty, a disturber of peace, a foe to
order, a marauder, a thief, a perpetra
tor of great and little crimes, the Ish-
mae! of his race, the scourge of ex
istence, the reproach of civilisation, the
abomination of the good and the off
scouring of the evil, helpless, friend
less, hopeless, useless and altogether
curaed and yet a pauper whose pro
prietorship Is undented by his Maker.
What are we going to do with him?
Just nothing. The compass of law as
framed by finite minds has no remedy,
and it cannot aid us nor him. It can
only add to the miseries of the tramp
by depriving him of the only happiness
his life affords, the gypsy Joy of be
ing a vagabond. For this he tramps
on till the judgment day, scoffing at
pity and derisive alike of our sympathy
and his own sorrows and sins.
