IMPERIALISM AND THE BOXERS.

The moderation, good sense, dlsin
teresttdnoss and admirable results of
American diplomacy In dealing with
the Chinese situation are universally
acknowledge'! by everybody except our
own antl-imperlalists. Their attempts
to find a Chinese grievance and blame
the administration for the Boxer out
breaks offer Instructive Illustration of
their desperation and their utterly un
balanced mental state. One of the most
pathetic passages In Mr. Bout -veil's
Indianapolis speech was that dealing;
with, the Chinese question, for it showed
that venerable and hi?hrmlnded states
man to be the victim of the most pal
pable delusions. Mr. Boutwell said:
"The troubles in China have been ag
gravated and the missionaries and am
bassadors of the various governments
have been put In peril by the policy of
the United States. Is it not true that In
- the last ten years there have - been
statements again and again that it
was the purpose of the various rtates of
Europe to partition China? 'When we
entered the Philippines it was an ad
ditional menace to the Chinese empire,
and It has led to the revolution In
China And put the missionaries and
ambassadors in peril of their lives. In
stead of being a ' fortunate circum
stance, the fact that we were In the
Philippines was the chief occasion of
that revolution In China."
Now, If there Is any fact thoroughly
agreed upon by all students of east
ern affairs it Is that of all civilized na
tions the United States stands best with
the Chinese. So far from being a men
ace to the integrity of the empire, our
policy has been Influential to- maintain
it. The assumption to the contrary Is
a pure figment of the antl-Imperlalist
Imagination, evoking from the realms
of fancy shadowy hosts of false pre
mises to buttress a conclusion prede
termined by prejudice and emotion. Our
Philippine occupation, be it good, bad
or Indifferent on other accounts, had
about as much to do with precipitating
the Boxer outbreak as it had to do with
the Boer war, the Indian famine, the
assassination of King Humbert and the
precession of the equinoxes.
The acute anti-foreign sentiment In
China antedated the Spanish war and
manifested Itself In the murd?r of the
German missionaries, which gave ex-

Slates was recognised by China and
the rest of the world as nothing more
than a friendly competitor for trade,
with no terrltorlnl ambition for Itself
In China, and Interested ab.ne all
thiiiKS to dissuade others from parti
tion and spoliation. These are the fact
so elementary and undisputed 'by com
petent authority that It seems almost
superfluous to rehears them. Yi-t with
absolute disregard of the common un
derstanding of mankind we find the anti-Imperialists
framing Indictments of
our Philippine policy on the ground that
It Is responsible for the perils of the
missionaries and ambassadors! If so,
It must have been responsible for t!?

must have been responsible for the
Orlum War. The declaration that our
presence In the Philippines "was the
chief occasion," of the revolution In
China Is so palpably wide of the mark

man who utters It. The whole antl-im-pcrialist
scar? must be a ridiculous de
lusion Indeed when the serious mater
la?s of Its arguments are such fnlry
tales.
If the anti-imperlnlists want to make
the administration's activity In rescu
ing our minister and other Americans
from Chinese barbarians a campaign
issue the Republicans need not com
plain. If imperialism consists In send
ing aid to our besieged countrymen,
nine-tenths of the American people are
the most Jingoish of Imperialists. Mr.
Boutwell seemed to have forgotten that
we refrained from the attack on the
Taku forts when h asked, "Was it a
declaration of war when we trained our
guns upon the citadel of the Chinese
empire?" and complained of the presi
dent's 'aggression and usurpation in
China. As a matter of fa'.t. the presi
dent made no warlike step, but
merely as In duty bound, and as au
thorized by treaties, used such force
as wits nceiiry to save American
lives menaced In the midst of ravages.
Comparison of Pekln .with. London Is
not at all to the point. When the
whole European colony In Pekln was
appealing for rescue from rapine and
murder it was the duty of civilization
to rescue It. under existing circum
stances, not under Imaginary condi
tions precipitated by an Imaginary Lon
don mob. Until that duty became Im
perative the United States did nothing
in China to provoke resentment, but,
on the contrary. Its people were the
victims of resentment provoked by oth
ers. When the American men, women
and children from ' Pekln come home
let the anti-Imperialists ask them what
thty think of the president's Imperial
ism and usurpation In China.
