By the refusal of the West Shore
Mills Company to grant the city lights
for one year, persisted In for the last
four months, the sum of $1300, at least,
has been saved to the city, and it Is
now enabled to pet Its lights at about
what The Astorian has maintained was
the correct figure, or little more than
$4.30 each per month for the year fol
lowing the expiration of the former
contract. The citixens of Astoria will
be grateful to the West Shore Mills
Company for their persistent stand
whereby the city has been saved so
muh needless expenditure, as well as
for their submission now when the sea
son Is approaching in which the lights
will be really needed. During the year
for which the new contract Is made the
water commission will have ample time
in which to make arrangements for
the establishment of a municipal light
ing system. The commission have not
ceased their investigations of munici
pal lighting as established elsewhere,
and will he prepared to profit by the
experience of cities where It has been
thoroughly tried.
x ENGLAND A3 A CIVILIZER.
It is reported that the pastor of one
of Astoria's churches stated from his
pulpit on Sunday evening last that he
was glad to see the English absorbing
large areas of foreign territory because
they carried with them a purer clvilira
tlon than do we Americans, who take
too much whiskey with us.
The reverend gentleman has evident
ly forgotten the opium war, the most
disgraceful crime ever perpetrated by
a60-called Christian nation, which re
sulted In the permanent debauchery and
degradation of the most populous na
tion on the face of the globe.
The British government has always
depended upon the opium traffic for Its
revenue from its East Indian posses
sions, and when the Chinese govern
ment refused to allow the Importation
of that fearfully degrading drug, and
Imperial Commissioner Liu, on April
3. 139. at the port of Canton, destroyed
20.3S3 chests, wrongfully smuggled in
by the British, the infamous opium war
was the result. The purer morality and
undoubted right of the Chinese govern
ment to proteat Its people against this
Cdrse, thrust upon them without their
consent, were thwarted by British
might, and. today, as an evidence of the
wonderful civilizing effect of British
intercourse with China, the stench of
opium pollutes the air wherever a Chi
naman is fouund.
Another evidence of the purity of
British civilizatlrn may he found in the
fact that one-third of all Its agents In
India, the British soldiers, are admitted
annually to hosritals for treatment for
venereal diseases.
"GIVE THE DEVIL HIS DUE.,"
In a leading article in the Sunday
Oregnnlan the editor wanders far from
the facts in an answer to an editorial In
the Eugene Guard. Without sympa
thizing with the Guard, we see no
reason for falsifying facts In order to
answer Its arguments. America can
afford to let the Filipino have what
Httl credit belongs to him. A recogni
tion, instead of a wholesale denial, of
well-known facts would have added
strength to the Oregonian'g position
Tlthout in any sense reflecting upon the
policy which the republican party has,
in Its wisdom, seen fit to pursue.
The Oregonlan states that "there
was no war lit the Philippines when
Dewey came." In a letter written by
Mr. Willllam, the United States consul-general
at Manila, under date of
March 19, 1S98, some weeks before Dew
ey's arrival, were the following state
ments: ' '
"Rebellion never more threatening to
Spain. Rebels getting arms, money,
and friends, and they outnumber the
Spaniards, resident and soldiery, prob
ably a hundred to one."
On March -1st he wrote:
"Now five thousand armed rebels,
which for days have been In camp near
Manila and have been reinforced from
the mountains, plan to attack the city
tonight. All is excltem.'nt, and life un
certain."
Referring to fighting then in progress.
cn the d ime date he wrote:
"The British shipmaster there tCape
Balinao) at the time reports about for
ty killed and forty wounded. After
surrender the Spanish put the deod and
wound vl together in a house, and, by
burning, cremated all."
Again, the Orvgonlan states that
"'Aguinaldo applied for permission to
come over and help in the organlza
tion of a native militia." and that "In
making this request Aguinaldo did not
ask for Independence." The facts are
that he did ask for exactly that.

tion. as can be easily proven by copies
of the Singapore Free Press of the
middle and latter part of April. On
May M. about the time of Agulnaldo's
arrival In the Philippines, Consul
General Pratt, of Singapore, sent to
Secretary Day a manifesto of the' Fil
ipinos, beginning as follows:
"Compatriots: Divine Providence is
about to place Independence within our
reach."
This was not promised to Aguinaldo,
for no one had the authority to give him
any such assurance, but he expected It
because we had adopted that policy for
Cuba.
The Oregonian also states that, "in
fact, the Filipinos rendered us no ac
tual service. Troops soon arrived from
the United States, who did the land
fighting." On this point we refer the
Oregonian to senate document No. 62,
ragi 491. on which, speaking of the
Filipinos' services In "driving the Span
lards from Cavite, twenty odd miles In
to the defences of Manila." General
Whittier Is reported as saying:
"All the success was on the natives'
side, and the Spaniards surrendered
between 7.000 and S,000 men well armed,
with plenty of ammunition and in good
condition."
On page 499 General Whittier is quot
ed as saying:
"Jaudenes, the acting captain-general
in reply to Merrltt and Dewey's no
tice to remove his non-ccmbatants,
acknowledged that the insurrectionists
surrounded the city, and that he could
not remove women, children, etc., out.
His fear and solicitude about the na
tives entei ing the city when I received
the surrender of the city were almost
painful to witness. This admission
demonstrates, as well, the military
ability shown by the Filipinos."
When asked by Senator Frye whether
the Filipinos had been of material as
sistance to us. General Whittier Is
quotad on page 501 as saying:
"very groat. If the protoccl had not

home would have Insisted upon their
army doing something. They dismissed
Augustin because he was not disposed
to fight, and I think if they had not
had this experience of having been
driven back into the city and the water
cut off. so even that Jaudenes said he
could not remove his non-combatants,
the govBrnment would have Insisted on
his making a fight, and he could have
made a very good one, for his position
was strong, If they had any fight in
them at all. But EVERT PLACE
HAD BEEN TAKEN FROM THEM
BY THE FILIPINOS, who managed
their advances and occupation of the
country In an able manner."
On pages 420 and 421 General Greene
made the following statement concern
ing the extent and effect of the opera
tions of Aguinaldo'g army:
''Between 2,00" and 3.000 Spanish na
tive troops surrendered to it during the
months of June and July; it constantly
annoyed and harassed the Spaniards
In the trenches, keeping them up at
night, and wearing them out with fa
tigue, and it Invested Manila early In
July so completely that all supplies
wore cut off, and the inhabitants as
well ns the Spanish troops were forced
to live on horse and buffalo meat, and
the Chinese population on cats and
dogs. It captured the waterworks of
Manila and cut off the water supply,
and if It had been In the dry season
would have Inflicted great suffering on
the inhabitants for the lack of n-atT."
Whom are we to believe, the officials
