If the proposition of the Pioneer
Woolen Mills, of Dallas, found in an
other column, be bona flde and If their
plant be as represented, which we ree
no reason to doubt. It is ore to which
Astoria should give every possible en
couragement. The establishment of
Just such industries as this which Mr.
Carter repr?sent8 Is what develops and
jjives stability to a community. Wheth
er the subsidy he asks be too much or
not is a question that the committee
appointed by President Van Dusen at
the meeting of the Chamber of Com
merce last night are well qualified to
decide, and the matter can safely be
left to them for favorable or adverse
criticism.
THE SALMON SITUATION.
The Trade Register, of Seattle, in
its last number makes some Interesting
comments on the salmon situation both
at Puget Sound and the Columbia
River, as well as in Alaska.
Speaking of the price paid for raw
fish, it quotes silversides at seven
cents apiece, which Is the standard
price fixed at Puget Sound and along
the Washington coast for the coming
fall season.
Apparently all Puget Sound canner
ies, says the Register, have had a re
markably good run of soekeyeg since
last report, particularly the Pacific
American and the Alaska Packers, who
have been able more than others to
take advantage of the peculiarity of
the run. The salmon this season are
said tc run In schools, and not in a
body, as usual, and are very wild, keep
ing largely In deep water, and when
touching shore getting into deep water
asain quickly. Early this week they .
were reported to have touched prin-1
cipally at Cherry Point and Birch
Point, and near Point Roberts. They
were expected to make a grand dash
for the Fraser river towards the end
of this week", when a good catch could,
of course, be made by all packers.
At date of going to press 130,000 cases
to 170,000 cases have doubtless been
packed on Puget Sound. In this figure,
however, much allowance must be
made for halves, 4-dozen cases of
which have been figured as full statis
tical cases, whereas a full statistical
case of halves contains eight dozen,
and estimates of past packs have been
figured on this latter basis. None of
the packers look for more than half
last year's pack, but estimates have

Fraser river reports repeat that sal
mon are wild. In schools, and courting
deep water. One report puts the pack
there to August 4 after over thirty days
of Ashing at SO.000 cases, forty-five can
neries being In operation. The season
closes by law August 25. and there is
a 45-hour close-time each week, from
Friday midnight to Sunday midnight
following. Some packers say they may
get 2SO.00O cases or they may get 500,
00 cases. One packer says at best
250.000 cases only can be packed against
510.000 cases Inst year. At August S
last year 150,000 eases of sovkeyea had
been packed, or "5,000 cases short of the
1S!S pack at that date. The pack there
this season Is mostly halves and ovals.
Packers are holding firm on the market.
S. S. McFarron is reputed stating
that the difference between the fish
ermen's union on the Fraser river and
the Japanese and other Independents
la causing considerable loss of fish, and
fully JSO.OoO worth of web has been
maliciously destroyed. He says the pack
might have been up to last year but
cannot now reach over 35 or 40 per cent
of It.
A good run is reported on the Skee
na. and may slightly exceed last year's
pack of 10S.0O0 cases. The Rivers Inlet
run is only fair, and will not quite
reach, according to Trade Register ad
vices, last year's pack of 71.000 caes.
All southeastern Alaska will have a
comparatively good pack. The red fish
run as a rule In this district from July
5 to about August 5, and exact figures
should be down soon. About 200 000
cases heavier than List year Is expect
ed to be the entire Alaska pack if the
southwestern district holds up to the
southeastern.
J. K. Armsby is reported to have
been at San Francises this week confer
ring with the Alaska Packers' Asso
ciation, and It is said immediately on
his return to Chicago prices on the
new pack of Alaska salmon will be
named. August 13 being the date of
the expected announcement.
Pickled Alaska salmon Is being
quoted by brokers to jobbers In this
market at JS.50gJ9.
WHAT DOES MELLEN INTEND?
In connection tilth President Mellen's
letter in Saturday's Oregonian. reprint
ed in Sunday's Astorian, the message
of the railroad magnate to the citizens
of Taeoma deserves serious considera
tion. He is quoted as follows:
"The wheat warehouses to be com
pleted here within the next thirty days
are a class of facilities long demanded
in this section, but which we have
been heretofore unable to furnish on
account of more pressing demands In
other directions. We have met the sit
uation In no small way, as I believe
every citizen of Taeoma will admit,
and have provided facility which I
think are greater than any of the same
character In any other city in this
country, if not In the world. They will
secure to this port a business heretofore
handled under many disadvantages,
and. while we ehall not In any way
discriminate In rates between this and
other places of export reached by our
line, we feel the facilities offered here
will prove so attractive that much bus- 1
Iness will seek an outlet here as a re
sult, that has heretofore gone else
where. "The facilities offered here are bound
to greatly Increase the Importance of
Taeoma, and. as a result, we have been
approached by responsible parties look
ing to the establishment of large flour
ing mills here, they being attracted bv
the prospective advantages of Taco
ma's becoming the most promising
wh'.at market on the coast.
"The Investments of the company In
the city of Taeoma have been greater
during the year ISM than have ever
been mads In any one year by any
railroad in any city on the Pacific
coast, and we have yet under consid
eration the erection of new coal bunk
ers involving further large expendi
tures, our coal business at this point
having idcreased to an unprecedented
extent and being far In excess of our
present facilities.
"If there ever was a time when the
company could have seriously consider
ed a division of Its export business
from this port, the expenditures of
the past year have relegated such a
contingency far back Into the past, and
it can no longer be among the debata
ble questions to bother either the man
agement of the company, or anyone In
terested In the future of Taeoma."
The Idea which Traffic Manager B.
Campbell, of the O. R. & N. Co., has of
the situation Is also of special Interest
to Astorians. Mr. Campbell says:
"The statment that the O. R. & N.
C'.. charKes the Northern Pacific $1.50
per ton for switching Its grain from the
west to the east side of the river at
Portland !s Incorrect. The O. R. & N.
Co. has never collected such a charg",
while, on the other hand, it has han
dled many cars of wheat from the
Northern Pacific to warehouses at Al
bina for t per car, which Is the same
ns the Northern Pacific charges the
O, R. & N. Co. for switching freight
at Spokane.
"The O. R. & N. would prefer to han
dle the business across the river at
Portland at 15 per car rather than haul
It down from Walla Walla at a rate
allowed It by the Northern Pacific, and
will switch all that the Northern Pa
cific has to offer at that rate.
"The O. R. & N. Co. has never In
terested Itself In the question as to
what motive the Northern Pacific has
for cancelling the Wallula rate. Since
It Is charged with having agt
Uted the matter for the purpose of In
juring the Northern . Pacific, It now
states its belief that the rate was can
celled for the purpose of concentrating
the business at Taeoma, where the
Northern Pacific has built large ware
houses and owns extensive terminal
facilities."
To this President Mollen replies:
"It Is true that the O. R. & N. never
collected of the Northern Pacific 31.30
a ton for switching grain from Port
land to Albltw, because after the O. R,
& N. established that rate the North,

work done by drays for loos money."
