The troubles In Porto Rico over the
change from the silver to the gold stan
dard gives the Bryanites some Idea of
what we shall undergo If we make
the change In the opposite direction.
The higher cost of living is immediate,
while the raise pf pay for labor will
be gradual and perhaps never reach
the place where a specified number of
hours' work will procure cs much In the
open market as It would before the
change. Not because the gold stan
dard works against the laboring man.
but because a change of standard, of
whatever kind It may be, always works
to the advantage of those who have
other things than labor to sell. The
laboring man has not yet the power
of determining what shall be the re
ward of his toll, and must of neces
sity take what Is offered, for he can
not live in Idleness. The capitalist can
charge pretty much what he pleases
and the purchaser Is helpless. So In
Porto Rico the cost of living Is doubled
with the change of standard, and con
cessions to the workingman will be
gradually given from time to time, till

CAUSES OF THE TROUBLE.
Tacoma Ledger.
In an article in the current number of
the North American Review, Chart. s
Johnston, of the Bengal civil service,
who has made a study of Oriental prob
lems, having peculiar facilities for
many years, predicted the presrnt trou
bles In China. He based his prediction
of trouble, not directly upon a war
upon foreigners, but on the conflict be
tween the radicals and conservatives.
The emperor Is a tealous and radical
reformer, who desires to see China fol
low In the footsteps of Japan and go
forward as rapidly as possible to clvil
liation, appreciating that China must
seek regeneration through progression.
The conservatives under the empress
dowager are opposed to progress and
civilization, and consequently are bit
ter against Europeans, or "foreign dev
ils." The young emperor desires to estab
lish at Pekln a university modeled af
ter the best European schools, with
teachers educated In Japan to Instruct
In the lower schools, and a full educa
tional system.
This was to embody technological,
naval and agricultural schools, to teach
modern methods. What touched the
conservatives more readily was the at
tempt to reform the judicial system
by blotting out the Infamous system of
bribery that has obtained for centuries.
In short to Introduce Western sclent!
fie methods and education In place of
the superstitious and traditional m-'th
ods of the past.
There was a popular revolt against
these reforms, led by the empress and
the Boxers. The entire bureauocracy
took alarm and began to Incite the
passions and prejudices of the populace
and the consequences have been the re
volt and outrages and murders of Eu
ropeans, culminating in a defiance of
the world.
The missionaries, cs well as the en
glneers and railway builders and other
Europeans, have fallen victims to this
fanatical determination of the Chinese
conservatives that no progress and en
lightenment shall obtain In the empire,
Europeans were the apostles of prog
ress and enlightenment and therefore
they were put out of the way.
No doubt the rapacity of Russia and
Germany,, in encroaching on Chinese
territory, by taking possession of Port
Arthur by the former and of Kalo Chou
by Germany, have added fuel to the
flame of hatred of foreigners. Shan
tung, which passed under control of
Germany with Kaio Chou, is sacred

buried there, and there was great ex
citement ever the presumption of bar
barians taking this holy ground.
The enlightenment that China nevds
first and most Is regarding the power
of the civilized nations to resent the
outrage that has been put upon them,
to secure reparation and to take such
steps as will prevent a recurrence of
such scenes, and make China as safe
for Europeans as are England, Ger
many or the United States.
