Portland is at last beginning to ap
preciate her situation with respect to
commerce and transportation foretold
-by the Astorian years ago. How her
loading business lights and great news
paper used to deride the Astorian for
It earnest warnings of the fate which
is now about to overtake her. How
often has the Astorian stated that the
chains of commercial bondage were
being slowly but inexorably forged
about Aer. First she lost her Alaska
business. Then the Puget sound roads
began to divert the growing traffic of
the Orient, until finally, there was
no foreign commerce entering the Co
lumbia river except as ballast, for re
turn'ngt grain cargoes. All the time
Portland had he means at hand to
maintain and even increase her com
mercial supremacy. She still remained
the terminus as for that matter she
does today the Junction point, of the
only down-grade railroads, traversing
the entire length and breadth of the
only two productive areas of country
in the Pacific Northwest. She had the
advantage of location at the confluence
of the two mlghtist river of the Pacific
slope, flowing through both the same
two only productive sections. Tet her
business men, and her Chamber of
Commerce, continued under the domin
ance of her commercial enemies. Trade
which belonged of right to Portland,
under the immutable laws of Divine
Providence, was stolen from herfilch
ed right under her noee by her rivals
north and south. Still her people slept
on lu blissful ignorance. Still they lis
tened to the soothing lullaby of her
great newspaper. Still the picture was
held up to the imagination of her people
of Portland as a great seaport, one
hundred miles up the crooked and
shallow channel of the Willamette riv
er. Still the tables were periodically pa
raded by the members of the wheat
and transportation combination who
controlled her Chambjr of Commerce
and enly newspaper showing her great
ness in conparlson with other Pacific
coast porta in foreign (grain) ship
ments. The Philippine war came on,
and with it all the government's bustle
and preparation for the despatch of
transports loaded with soldiers and
munitions of war across the Pacific.
Portland got left. She was only a
grain station on Dne or two transconti
nental railway sldj-tracks. She had
no facilities for carrying on general
commerce SHE HAD NO CITIZENS
ENGAGED IN THAT BUSINESS. The
government naturally went where ihe
Urgency of its needs could be best sat
lslcd. Portland howled; and the influ
ence of the Portland delegation in con
gress Induced the government to s-nd a
regiment of troops and a cargo or two of
mult by way of Portland. Everyone
knows the consequence. How battles
were fought: soldiers killed and starved
tn death for lack of reinforcements and
food stuck on the sand bars between
the sea and the Inland town of Port
land. The experiment of sending troops
and supplies to Manila via Portland has
not been repeated. It never will be.
The government sp?nt from January
to Jsnua-y last year over $30,000,000
in San Francisco in connection with
Its Asiatic military operations. This
was Independent of the vast sums spent
privately by civilians and the thousands
,.f officers and soldiers who went to the
Philippines by that route. At Seattle
and Tacoma a moderate estimate of
the government's expenditure Is $10,

ed the administration. The president,
his official advisers, and hlsh officers
In the army have been abused and re
viled by Portland's great newspaper, but
government transports sail from Puget
Sound and San Francisco. Why? Be
cause the government wants to do busi
ness, and its business can't be done from
Portland. Now the climax has come.
Portland's grain trade i to be trans
ferred to Puget Sound and that by
the manipulation of the very men who
have been feted. Natter-id, pelted and
exhibited as the lions of Portland's
business and social world. Put let no
b'ame be attached to Messrs. Balfour,
Guthrie & Co., Kerr. Gifford & Co. and
i. W. McNear. They can do more
business In the nice, new and modern
warehouses which the Northern Pacific
railroad rents them at a "nominal"
price at Taeoma, than they could do
at Portland. Like the Alaska trades
men: the Importers and exporters of
Oriental goods; like the government and
all the rest who want to do business
in "ships that (can) go do,vn to the
sea," they have only exercised their
moral and legal right to leave a dis
tant inland river town for the advant
ages of a seaport. Poor old Portland;
poor old Portland Chamber of Com
merce; poor old hood-winked, moss
back town-k't-boomlng Portland busi
ness t?) men! The end of their day
dreams Is not merely beginning, it tlas
already come.
