papers 11 Is clear that intelligent cb
servers In the Orient have foreseen the
gathering trouble for foreigners In Chi
na for many months. It appears that
the Empress Dowager has become pos
sessed with the notion that the white
powers dread her army, which has been
trained by European officers. She has
also been deceived as to the courage
of the white nations, by the
failure of the French, Italian, Ger
man and British authorities to punish
the violation of their rights and terri
tory in China and on her borders.
Infringement of treaty rights with
impunity has encouraged the Empress
Dowager in the belief that the time has
come when she can drive the "foreign
devils'' Into the sea. A native corres
pondent writing In the North China
Herald thus anticipated the present
outbreak:
"I write In all seriousness and sin
cerity to Inform you that there Is a
treat secret scheme, having for Its
aim to crush all foreigners In China
and wrtst back the territories "leased"
to them. The chief leaders of this
movement are the Empress Dowager,
Prince Chlng, Prince Tuan (the helr-
spparent's father), Kang Yl, Chao Sbu-
ih'Iao and LI Plng-heng. The force9
to be used to achieve this end are all
Mancbus. The Boxers are to be
counted upon as auxiliaries to the great
fight that Is more Imminent than tor
signers In Pekin or elswhcre dream."
The same correspondent gives an ac
count of a suggestive interview between
the Empress Dowager and a censor
named Wang, a native of the province
of Chlh-11. Censors are a body of of
ficials stationed at Pekin known as

what he thought of the lexers and
whether, whin the time came for action,
they would join her troops In righting
the "foreign devils." Wang's reply,
which In the Mght of subsequent events
Is note-worthy, was as tallows:
"I am certain of It, your majesty.
Moreover, the tenets taught the mem
bers of the society are "Protect to
the death the heavenly dynasty, and
death to the devils.' For your serv
ant's own part, so deeply do I believe
In the destiny of the society to crush
the 'devils that young and old of your
servant's family are now practicing
the Incantations of the Boxers."
Naturally the Empress Dowager was
pleased with this assurance of the de
votlcn of the Boxers to her dvnasty,
and in order that they might not rash
ly anticipate the trouble she was con
templating for the Tang-Kucl-txe (for
eign devils) she appointed the censor,
Wang, governor of Pekln to guide their
conduct.
It is clear from this correspondence
and more like It that all that has hap
pened in China since May Is only a
part of a deeply laid and long cher
ished move to crush the "foreign de
vils." The Empress Dowager has let
loose a furious fanaticism that Is like
ly to devastate the empire before the
white powers can get In motion the
forces capable of reducing both the
Boxers and her army to submission.
She has lighted a torch that may well
cost not only China but the world dear
before It Is quenched.
