THE CHINESE SITUATION.
We are not Inclined to place confi
dence In the date assigned to the re
cent dispatch received at Washington
from Minister Conger, though It was
undoubtedly written by him, probably
at a date two weeks earlier than the
one It bore.
The reports concerning the destruction
of the Dritish and other legations
Juiy Sth have been too well authen
ticated to admit of any probability
that they held out till the ISth Inst
The rumor that some of the ministers
have been taken within the Inner city,
and are held in a palace under the
protection of the Imperial government,
may not be groundless, but Is entire
ly contradictory to the reputed cable
gram from Minuter Conger, which
stated that be was In imminent dan
ger, within the walls of the British le
gation. The rumors of treachery on the part
of 14 Hung Chang are probably
groundless, and, if the English offi
cials make the mistake of arresting
bim at Shanghai, serious trouble with
the Southern provinces Is likely to re
sult. Otherwise the Boxer movement
is not likely to stir up the Chinese of
the south, who are of a milder and
purer type, comparatively unmixed
with the Tartar barbarians of the north.
It Is from the south that our Chi
nese residents come, and any attempt
to retaliate upon them for the Box-
er horrors of the northern provinces lsidete' at the polls. They are not
absurd and most unjustifiable. The en
tire north of China now seems aflame;
Siberia is invaded, and Russia is com
mencing active warfare, part from
the other powers, against the ruthless
invader. The question now alarming!
the world is which of these two armies
ts to prove the most barbarous in its
mode of warfare and the most disas
trous to the pea.- of Europe.
The cause of the Boxer movement
is deep-seated hatred of foreigners; the
missionaries, traders, officials and trav
elers each equally having Incurred the
Chinaman's ire in various ways, until
the long accumulating anti-foreign sen
timent has prepared the minds of the
people for the present outburst. The
vicious habits of the whites In the Far
East have disgusted the Chinaman, as i
well they might, and the Insults dally

foreigners who have Intruded them
selves upon them, have rankled In their
minds to an extent which one can hard
ly appreciate who has never been plac
ed In similar circumstances. The en
croachments upon Chinese territory
by the foreign powers have been a
bitter pill for the Chlneso people to
swallow, and are largely responsible for
tlie strength of the Boxer movement.
The Chinaman Is very patriotic. In a
julet way, and has long resented these
unjustihable assaults upon China's In
tegrity. Though nothing can Justify the bar
baric war and the awful outrages per
petrated by the Chinese, the nations
are but reaping wh.it they have sown,
in this crisis now upon them.
THE GERMAN-AMERICANS.
Seattle Post-Intelligencer.
A good deal of ridiculous talk is be'
tng indulged In at the present time
over the question how the German-
Americans are going to vote this fall.
Four years ago their votes were cast
almost solidly for McKlnley, especial
ly in the Middle West. They could not
be led to give their support to the can
didates who were standing on a plat
form that represented dishonest mon?y,
and that is what thJy believed free
silver at the ratio of 18 to I to be.
Germac-Amerian Democrats repudiat
ed the silver plank of the Chicago
platform and voted for Palmer and
Buckner or for McKlnley. All over the
country they were as a rule stanch in
their support of sound money, and in
the prvsent campaign there 's ever?
reason to believe that they will not
waver.
The Bryanltes are claiming, however,
that in spite of the fact that the 16
to 1 doctrine Is specifically reaffirmed
in the Kansas City platform, the teal
issue Is to be Imperialism, and on this
question the German-Americans will
ccrae out solidly Tor Bryan, The
Democratic candidate, it is claimed, has
strong anti-imperialistic viewa. Is op
posed to colonies and down on mllitar
ism. His attitude in this respect is
just what appeals to the Germans, so
the Bryanitts say, and as imperialism
is the paramount issue, they will ig
nore the silver question and rally to
the Democratic standard.
The German-Americans are pretty
solid, sober-thinking people, and It is
not at all likely that they will be mis
led by all this hullabaloo over imper-J
lalism and the imaginary evils that the
Democrats are wont to associate with
it. They realize that this talk about
choosing now between an American and
a European theory of government is
all nonsense. They appreciate that the
cry that their liberties are being Im
periled is humbug pure and simple.
They know that a republican form of
government is here to stay, and that it
will be administered Just as the people
frightened by the direful prediction
now being made by the Bryan shout-
ers. because they are aware that It is
all part of a bog Ma campaign cry
which the Democrats have taken up as
a last resource, in the hope that timid
j an,i unthlnk'n8 PPle may be stara
peded by it.
The twaddle about militarism is also
something with which the German
Americans are not likely to be deceiv
ed. This Is merely an appeal to preju
dices brought from the old country,
but it is too far-fetched to carry any
weight with people as intelligent as the
German element in this country Is.
Germany today has lift soldiers to
every 1,000 people, and as a nation It
is poor compared with the United
States- we naye 86-100 of a soldier to
every l.OuO people, and with a stand
ing army of 100,009 men would ha.e
only YA for every 1,000 people. More
over, all of these soldiers are volun
teers. They have enlisted of their on
free will, and the service is in no sense
compulsory. This system of voluntary
service the Bryanites would try to dis
tort into something similar to the en
forced military demands of the father
land; but the German-Americans will
not b-i deceived by any misrepresenta
tion so absurd. They have had an op
portunity to examine into and appre
ciate the stability of the American gov
ernment, and they are riensible enough
to know that maintaining 100,000 sol
diers In a natl'm of 7"f000,000 people will
never result In burdening the fJnited
States with a system of militarism,
such as European countries now suiter
from. It is all an attempt to mak
a paramount Issue out of a mere scare
with the idea of drawing attention
away from the offensive money plank;
but it will prove Ineffectual, and es
pecially among the German-Americans.
The Issue on the shipping question
between Republicans and Democrats,
s deflned by their respective platforms
this year. Is that the Republicans favor
American-built ships for our foreign
carrying and the Democrats favor for
eign (chiefly British) ships.
Mr. Hearst has started a newspaper
In Chicago. If there are any Demo
cratic ofllelals in that town Interested
In Ice trusts It may be well for ,thein
to get to cover.
Hon. John H. Reagan, made a stir
ring expansion speech to the Texas
Dem-Krats, but Rub Ratley carried the
dry, and the resolutions favor Aguln
al'lA '
There are now at the Paris exposi
tion five Kansas farmers from one
township. This is merely a sample
prosi-erlty fa?t.
The Ooebelltes are now In possession
of all the Kentucky state oltlces. The
delivery of the stolen goods has been
accomplish ed .
The Republican platform doesn't
equivocate or dodge. Every Issue Is
fairly met and frankly treated.
The trouble In China Is all due to des
perate agitators. Thoy have their Pet

Thirty-fourth si n et In that part of the
City of Astoria laid out and recorded
by John Adulr and generally known as

Harrison avenue, so that the grade of
