The following editorial from the Ba
ker City Democrat, which Is a fair
sample of the style of argument em
ployed by speakers and writers of Its
party, will help to explain why it Is
that where the Democratic orators
speak oftenest the subsequent elections
show a considerable falling off In the
Democratic vote:

He thinks that this explanation Is far
more plausible than any which should
attempt to define the case as a wanton
exorcise of Russian tyranny, and he
Illustrates his point of view a's fol
lows:
"We have our Idea the Anglo-Saxon
idea. Russia has hers the Pan-SIa
vonic Idea. One Russia, one faith, one
law, one tongue, one army. Shall
miserable Finland and her paper con
stitutlon stand between Russia and
her unity? "Are we not to be al
lowed," cries the procurator of the
holy synod, ''by suspending the prlvtl
eges of Finland to unify the Russian
army?" Ideas of this kind are likely
to prove more tyrannous than dy
nasties, and he should In Jet. d be i
bold man who was prepared to cats
logue the crimes certain to be commit
mitted in their name.
The author believes apparently from
his study of the comparative moral
Ity of nations in The Contemporary
Review that Russia is no worse than the
others. He refers critically to Eng
lands treatment of Ireland and the
Transvaal, and to Germany" treatment
of Sehleswig-Holstein. And by way of
contrast he speaks of the very happy
conditions which prevailed among the
Finns up to a year and a half ago.
"The faith of Russia solemnly pledged
In 1509 was," he says, "scrupulously
observed." Everywhere were evidences
of a contented, loyal and Intelligent
people, who were giving the best of
demonstrations that even despotisms
could keep their word. "No English
man. at all events, could visit Finland
without casting a sorrowful thought
upon Ireland and remembering Llm
erlck the city of the Broken Treaty."
So we must abandon the notion that
there Is any exceptional hardness or In
Justice In the Russian character. The
empire is not leading in imperialism,
but la simply following the trend of the
time. "Why be Danes become Ger
mans! Why be Finns? become Rus
sians! Why be Dutch in South Africa?
become English! Russia, Germany,
England these are great names, they
palpitate whh great Ideas, they have
vast destinies before them, and millions
of armed men In their, pay. all await
ing Armageddon. How absurd to be
a Finn! What is the Finnish Idea?"
We might reply to Mr. Birrell that
the Finnish idea Is the idea for which
Hampden and Washington stood: that
it Is the Idea upon which this republic
is founded and through which the lib
erties of Englishmen are secured. His
analogies are striking but sophistical.
Only the purest despotism could have
acted toward Finland as Russia has
done lately, and In the longer though
less novel part of his essay the author
proves this. His many quotations from
imperial edicts and declarations make
a record of successive promises which
leaves the Finns' title to their con
stitutional rights without a flaw. Still,
we do not suppose that they would
care so much about Its violation If the
"Pan-Slavonic idea" ratant nothing
more than that modern Imperialism of
which Mr. Birrell says it is a develop
ment The trouble is that the expres
sion Is a mere euphemism for an all
pervasive tyranny that is Inherent In
Russian government. Russia brings
no liberal institutions v.ith her.
The total circulation of national bank
notes, at the close of business June
30, WO, was $309,539,719. an Increase for
the year of $68,291,023. The circulation,
based on United States bonds, was
$274,U5,5f.2, an increase for the year of
$68,851,458.
Exports of provisions from American
farms last year w2re worth $180,000,
000, or $47,000,000 more than In ISM. This
sort of expansion is what the Demo
crats call 'imperialism."

at S8 cents last month, as against tlVt
cents in June, 1896. Why make a
change back to the Democratic admin
istration and prices?

Notice Is hereby given that the Com
mon Council of the City of Astoria has
determined and Intends to Improve all
that portion of Ninth street In the City
of Astoria as laid out and recorded by
John McClure, Clatsop County, State of
Oregon, from the north side of Bond
street to the south side of Astor street,
to the full width thereof and on the
established grade. Said Improvement
is to be made by filling In from curb
to curb with dirt so as to bring said

tee on ways and means of the Com
mon . Council of the City of Astoria,
will receive sealed bids for furnishing
the City of Astria with not less than
fifty nor more than sixty-five arc elec
tric lights, for a period of from one
to three years, to b run all night, of
not less than 1200 candle-powei each
to be furnished and maintained at
such places its shall be designated from
time to time by the Common Council
of the ('Ity of Astoria; us provided
by ordinance No. K26 of the City of
Astoria, entitled "An ordinance author.

to advertise for bids for lighting the
City of Astoria and to enter Into con
tract with the lowest responsible bld

the 17th day of July, 1390. and all bids
must conform to the .'equlrements of
said ordinance with regard to the bond
required thereby and otherwise,. The
rljfht Is reserved to rejjet any and all
bids.

for lighting the City of Astoria with
a sufficient number of incandescent
lights, gasoline, acetylene, or oil lamps
