San Francisco Bulletin.
Like some freak of atavism the an
cient prejudice against the Jews crops
out now and then In this decade to
remind the boastful that we are not
jet completely civilized. Scratch the
twentieth century and you will find
the tenth; heredity Is strong and the
fierce Jew-baiting spirit, bo barbarous
and so unreassnable, breaks out In
the milder form of ostracism by a
mountain hotel-keeper; all our progress
teems to have been the laying on of
enamel.
Apparently the enamel of the man
ager of the Hotel Itowardennan, In the
Santa Cruz mountains, has been chip
ped and his middle-ages prejudice has
been exposed. He has barred the doors
of his bouse to Jews and his letter
heads proclaim :hat "Owing to the
terms of my lease, I am prevented from
catering to members of the Hebrew
persuasion." This little edict was not
iaoued because the Jew's money is not
good, but for the Insulting and in
defensible reason that Jewish patron
age "'of a certain class" tends to low
er the tone of the hotel. Mr. Lamb,
manager of the hotel, attempts to sof
ten his statement with the qualifica
tion Quoted, but the animus of the
management is easy to see. It is plain,
medieval, unadulterated bigotry against
the Hebrews as a race and as a relig
ious body, and it ouht to be discoun
tenanced by all Christians of whatever
creed.
It is not a fact that the Jews, gen
erally, are objectionable to the resident
society of a hotel or that they tend to
lower the tone of it The Jews, as a
class, are wealthier than the other races
of our population, and it is an axiom
that riches, in the long run. beget cul
tivated minds, gentle ways of living
and all nobler and finer things. His
tory and contemporary experience
prove that the Hebrew is susceptible
of the highest cultivation. His is a
virile race and the best evidence of
his force of character is the preserva
tion of his racial and religious Iden
tity through the persecutions of past
centuries and nis eminent success In
the fierce competition of these latter

ANTI-SF.MITE BIGOTRY.
San Francises Call.
Following closely upw the action of
the .rprietors of the Hotel Howarden
nan la excluding Hebrews from that
place of resort mes the action of
Mayor Phelan at Kansas City showing
tow ard the Hebrew s an animosity more
offensive still. The policy of the Ho
nanlennan people Is not peculiar to
tlvm. A similar course has b-:n tak
en by other hotel-keepers, and the
matter therefore was the occasion of
no particular comment. Mayor Phe
lan's Insulting course toward his fel
low delegate, Charles Edelman. Is,
however, something unparalleled and
compels the attention of the press of
California.
However Insignificant Mr. Phelan's
actions might be were he a private citi
zen, they are matters of importance
by reason of his official position as
mayor of the foremost city on the Pa
cific coast An Insult given by an of
ficial of such position to a fellow dele
gate at a nalonal convention Is cer
tain to attract wide attention. It will
be reported throughout the Union, and
unless it be promptly rebuked and con
demned there may grow up In the
East a belief that among a considerable
number of people in San Fraaclsco
there prevails something of that sense
less anti-Semite prejudice which has
ben so disgraceful to Berlin and to
Parts. '
With any private personal quarrel the
mayor may have with Mr. Edelman the
public has little or no Interest When,
however, the mayor In a public place
such as a great national presidential
convention deliberately slurs a man be
cause be Is by race and religion a
Jew, then the public has something to
do with it. It appears from the re
ports that Mr. Edelman was address
irg the chairman of the California dele
gation and making a courteous argu
ment against a motion presented by
Phelan when the comtemptuous and
contemptible insult was given. The
wrong was therefore openly and pu
llcly done, and San Francisco has to
face the eproach of having a mayor
whose manners are not sufficiently good
to prevent hJm from showing before
the world so mean a prejudice and so
vulgar a method of expressing It
Mr. Edelman did not like to make
a scene by resenting with a slap the
insult put upon him and his race. He
has the sympathy and the respect of his
fellow dalegates. with the exception of
Phelan. The people of San Francisco
will share their Indignation against
the Mayor's action. It is the first time
that a wan representing California has
ever shown a declre to Insult a iran
becaus; of his race or creed, and now
that the insult has been given by
one who represents the state not on
ly as mayor of its chief city but as a
delogate to the national convention of
his party, it becomes the duty of all
fair-minded men to denounce the ac
tion and the motives that Inspired It.

laboring for the want of an adequate
native merchant marine, it has been
furnished them by the recent action
of the White Star Line. Not that there
was anything but good business, and
possibly some good nature in the ac
tion of that company, but it brought
out In strong relief one of the causes,
perhaps the one great ar.d practically
only cause, why Americans have had
uch a long and uphill fight for a foot
hold for their manufactures In re
mote parts of the earth like Aus

ish shipowner.
