There were five well-loaded coachee
on the noon train from Portland for
8ealde yesterday. The very warm
weather at Portland within the last
few' days haa compelled those seeking
comfort to desert the metropolis.
Many Portlanders are In Astoria pre
ferring thla climate to that on the
coast.
The Fourth of July committee did
everything In Its power to make the
visit of the visitors from The Dalles
during the celebration a pleasant one.
Astorlans feel very kindly towards tha
people of The Dalles and every avail
able means was employed to return the
courtesies extended on the excursion a
few weeks ago. That Astorlans suc
ceeded In reciprocating In a satisfactory
manner Is evidenced by the following
extract from the Tlmes-Mountalneer:
"Dalles people who were in Astoria yes
terday sp-'Ok In high praise of the
courtesies extended them by the Ajio
rlans. Every pomlble attention was
paid them, and had It not been for
the rain, which Interfered with tho
outdoor exercises, It would have been
a most enjoyable day for the Eastern
Oregon visitors to the City by the Sea,
C. D, Rogers, the well-known busi
ness man of Ilwaco, was in the city
yesterday on business. Mr. Rogrs
states that the business situation In
Ilwaco 'and throughout Pacific county,
generally, Is gradually growing better
and that the people of that section are
very much encouraged over the altua
tlon now prevailing. The failure In the
run of fish has been greatly disappoint
ing but It la hoped, Mr. Rogers says,
that nn Improvement will be manifest
within the next few days and that
should this prove to be the case, Il
waco and the contiguous towns and
country districts will profit very largely.
Logging, however. Is a substantial en
terprise In that section and even though
the fish refuse to mn in that vicinity,
the people of Ilwaco can depend upon
a regular and profitable run of busi
ness from the neighboring ramps.

The county commissioner disposed
of several matter of Importance yes
terday. Probably the most Important
buslnesa to come up before the com
missioner waa a discussion arising
from the propwd Improvement of the
county road at Svensen.
County Surveyor It C. F. Astbury,
submitted to the commissioner the
following report;
"In accordance with your in'.ruc
tior.eI visited Hvens-n on the morning
of May 22, to make certain change In
the preent county road (known aa the
"Svensen landing and township line
road"), about two miles south of the
landing, where there is a very bad hill
and an unnecessary bridge.
"In company with B. F. Coffee, A.
T. Hill. M. Kl-rnan and M. Kin
ney, I proceeded to locate the road, and
beg to report that the plat and the
notes of the survey, which are here
with submitted. Is a very great Im
provement, there being practically no
bridge required. The creek being only
about five feet wide at our crossing, I
do not believe the grade, at any point,
will exceed six per cent. Mr. Coffee
and Mr. Hills, through whose property
the chunge waa surveyed, have ex
pressed a willingness to grant the right
of way.
"I commenced the survey from a
stake marked "R," which we set on the
east side of the present road. The
stake wa 1059 feet north and 74 feet
w-st from the 4 section corner be
tween sections 27 and 34, in T S N,
R. f W.. Willamette meridian."
The commissioner Instructed th
district attorney to prepure a deed
dedicating the right of way to the
county. Final action will probably be
taken by the commlsljaier at their next
meeting In August.
The following communication was
received from Robert A. Abbott, for
merly road supervisor for district No.

"Pursuant to a letter received from
the county Judge In the matter of the
each approach to the Cullaby lake
bridge, I wish to aay that I went to
the said bridge to inspect the same and
find that the oast approach, as reported,
la unsafe. The approach la made out
of split puncheons nailed to two string
era laid on the ground, which Is a aprln
gy or floating marsh, and covered with
wator about six montha of the year.
The puncheons and stringers frequent
ly rise with the water to a distance of
to feet and become loose. I repaired
the approach last spring, but It la
badly broken up again and will always
be unsafe for travel. It la now afloat
and cannot be repaired In the way It
should be until the water goes down.
"I posted two notices to warn the
people that the approach Is unsafe for
travel. I would state that to make a
aafe approach to the bridge It will have
to be fillel with brush and dirt above
high water for three hundred feet In
length, at least three feet In height, ten
feet In width on top, and fourteen feet
on the bottom.
"I would state that road district No.
2 Is unable to do the work and keep
up the work of repairs necessary In the
other pnrta of the dlatrlct
"I would recommend that the county
build the approach to the east side of
the bridge. The approach on the west
side la not so long, and a contract wus
let last year to fill It. Pa rt of the mo
ney was raised by subscription, but the
fall rains made '.t necessary for the
men to discontinue work."
The county court has decided to call
for bids . to fill the east approach to
the Cullaby lake bridge. The commla
Bloners have set the date for receiving
bids at 2 p. m. on August 8, at which
tlm It Is expected that the contract
will be let to the lowest bidder.
The requisition of 0. M, McClean,
supervisor of road district No 11, for
lumber, waa approved.
The commissioners then adjourned
till August 8th.
THE ASTORIAN'S TELEGRAPH.
The Astorlan kicked over the traces
this morning tn criticising the Bud
get's telegraphic report We want to
eoy right here that if it was not for
the timely arrival of the Portland Tele
gram the Astorlan would be horribly
devoid of any telegraphic news what
ever. The Budget gives its readers the
news fourteen hours ahead of any pa
per published in Astoria. Astoria Bud
get, yesterday afternoon.
The last train from Portland for As
toria yesterday left Portland at 1
o'clock In the afternoon fully two
hours before yesterday's Telegram went
to press. After the departure of that
train from the Portland Union depot
there was no means of transportation
between Portland and Astoria until the
arrival of the boat late this morning
or the train duo here .after 11 o'clock
today. The Astorlan, therefore, could
receive no copy of the Telegram from
which to copy telegraphic news In to
day's edition. Let the Astorlan's read
ers compare the telegraphic service In
today's paper with the volume of news
published every day in the week, and
It will be found that.the news pub
lished this morning is In excels, If
anything, of that published on other
days during the past week. If any
doubt exists aa to the genuineness of
this news, let the reader further com
pare the Astorlan' report with the
Oregorilan's, which will arrive her to
day about noon, and the result of
these comparison will show the amount
of telegraph new the Astorlan receives
on a fair average each day and ha
to pay for, In competition with news
papers which never receive more than
a few lines of condensed report, stolen
from the Associated Press report bul
letins In Portland ar elsewhere, and
on many days In succession not a
word of any kind from anywhere. As
against this class of newspapers, bid
ding and competing with the Astorlan
for all kinds of business at lens than
one-third the rates the Astorlan can
afford to charge, let fair-minded news
paper reader In Astoria remember that
the Astorlan pays out more money In
telegraph tolls and dues on account of
Its full membership In the Associated
Press each month than the total com
bined expense Including rent, power,
compositors' wages, reporters' salaries,
material everything paid by all the
other papers published In Aatorla dur
ing the same apace of time.
SOLDIERS AND THE CEN3US.
R'iseburg Review.
The last appropriation by. congress
to the National Guard will give the
Oregon Guardsmen 3,"ja, provided
there Is no increase In the congression
al representation from this state. In
the event of the state gaining a new
congressman on the new census, the
amount would be increased one-fourth.
Heretofore the Oregon National Guard
has received only 13.M0, because the
appropriation by the government bas
been only $400,000. This year It Is
M.oOu.OOn. and Oregon sets her propor
tionate ahare of the Increase. Thla
money la not available for general ex
penses, but is only for the purchase
of quartermaster's atorea. ordnance and
other equipment. The Oregon National
Guard now contains lets than 1.SQ0 men.
This would be about $6 per man from
the government. Added to this Is the
$30,000 appropriation by the state, mak
ing a total of 326 to each man.
