BRITISH VIEW OF CONDITIONS AT
MANILA.
The effect of American occupation of
the Philippines upon Industrial and
trade conditions in the islands has been
.the .subject of so much conflicting
fUtement that the official reports of
the representatives 3f other govern
ments will have more than ordinary
Interest and value to Americana.
People who are reluctant to accept
the statements of newspaper corres
pondents will Gnd particularly Interest
ing and instructive reading In the re
ports of the British consul at Manila,
who confirms much that has been said
regarding the improved conditions
and trade prospects 'n the islands. The
British consular reports, which have
a high reputation for reliability, speak
In very complimentary terms of the
beneficent results of American control.
Extracts from we report of the Brit
ish consul at Manila have just been
forwarded by United States Consul
Halstead of Birmingham to the state
department. In this report the Brit
ish consul says that law and order are
being rapidly restored, although the
immense size of the country renders
it a difficult task. He expresses the
belief that the natives would willingly
return to there agricultural pursuits,
but the influence of their leaders and
of Oie "anti-imperialists" In Jhe Unit
ed States keeps them from surrend
ering. "improvements are visible In every
direction," says the British consul,
"and already the town has quite a dif
ferent appearance from last year." The
work of draining the filthy town
-ditches and stagnant pools is about to
be undertaken by the Americans. This
may entail an epidemic, but It Is de
manded by the Interests of posterity.
The consul does not believe that Ma
nila will ever become a fashionable
watering place, but he believes "it will
become a great commercial power be
fore the first quarter of the century
Is passed."
The consul declares there are many
golden opportunities for the employ
ment of capital and talent in factories,
hotels and various enterprises. Hotels,
livery stables and ice manufactories
are very much wanted. He does not

result of American occupation, is from
an impartial witness nnd ft close ob

with Intelligent Americans.
JEFFERSON AS A DESPOT.

Mr. Bryan's home organ, "The Oma
ha World-HeMld," with that superior
Insight natural to those who recognise
Mr. Bryan as the reincarnation of
Thomas Jefferson, comes forward
enlighten Senator De-pew as to the
views of Jefferson on the present situ
ation. nnd assures him that if he will
go to Kansas City and "listen
Thomas Jefferson, he will letirn more
about just governments than he eve
has seemed to know." It is led thus
to announce that Thomas Jefferson will
be heard at Kansas City by a remark
of Mr. Depew at Philadelphia wonder
Ing what Jefferson would say to antl
expansion declarations In view of his
own start at Imperialism. The oracle
answers that he woluld say to Mr,
Depew:
"What Is, to become of your expan
slon? Mine was carved Into fifteen
great states. Tours is to be ruled as a
depend ;ncy of a crown. Mine Is self'
governing. Tours is ruled in keeping
with the argument of kings. Mine was
carved into states. Yours is held in
vassalage. I promised mine self-gov
ernment and equal participation In the
affairs of the Republic. Yon withhold
such a promise from yours and treat
iu people as subjects." .
It is true that few men could turn
a corner quicker than Jefferson or talk
more glibly about liberty while acting
the dictator, but we seriously doubt
if the despot of Louisiana would so
far forget his record as to indulge
in any such comparison. There were
men in 1503 whose mighty shales
mtgnt wun sen-respect talk to us
about the "consent of the governed"
and about "dependencies of a crown."
Thomas Jefferson, however, was not one
of them, and anybody who studies
history and Is not merely sending
forth a voice from the depth of his
own ignorance knows perfectly well
that Jefferson ruled Lousiana as a de
pendency without self-government and
without regard not merely to the po
litical but even the personal guaran
tees of the constitution. Against the
will of its Inhabitants he bought sov
ereignty from a foreign nation. Iu
people were not strong enough to re
sist his power, but when the American
flag was raised over New Orleans, his
tory says, the residents wept, and their
tears were told of in congress and
made much of by the opposition, just
as the resistance of Aguinaldo Is being
made much of by the Democrats toiay.
Having established his rule over
Louisiana 'without the consent of the
governed" by an exefclse of power
which he himself frankly declared he
believed was a usurpation of execu
tive authority and unconstitutional.
Jefferson proceeded to obtain from
congress authorization to govern It as
a dependency outside the constitution.
A territorial government was estab
lished, which was denounced by many
of even the president's own partisans
in congress as being "royal" In IU
character. Its supporters were frankly
told that it did "not evince a single
trait of liberty." but was a violation
of the whole spirit of Democracy and
the establishment of an empire. And
no wonder! The law gave to the pres
ident the appointment of a governor
and legislative council without confir
mation by the senate, regardless of the
rule of the constitution on that sub
ject. It put all powers of government
in the hands of creatures of the pres
ident, thus making him an absolute
despot. It set up courts which had no
warrant In the constitution, and even
deprived the people of the trial by Jury
so sacredly guarded in the constitution.
Yet Thomas Jefferson signed that law
and under It proceeded to exsrclse his
royal powers.
In time this dependency became self
governing. Ho, too, after suitable tute
lage, may the Philippines. So is Porto
Rioo now on the way to become self
governing under laws more liberal to
the Inhabitants than Jefferson gave to
the Loulsianlans. True, he promised
the territory equal participation In the
affairs of the Republic, and was told
by congressmen that he had no au
thority to make any binding promise
on the subject, and that such partlci
ratlon would com? only when congress
taw fit to gra.it It, and the people of one
part of that territory, namely, Oklaho
ma, are still asking that Jefferson's
promise of nearly a hundred years ago

the Republic. So much for Jefferson's
empty promise of equality, which was
followed In practice by his treatment
of the annexed people as subjects. Per
haps that was more honest and Dem
ocratic than Mr. McKinley's plan of not
promising an equality which he cunnot
confer, but giving the new territories
as free a government as circumstances
will permit, and freer than Jefferson
gave his vassals. But, with all due i
respect to the Inspired mediums of
Jefferson's communications with this
world, we doubt if Jefferson himself
would say so.
