A WOMAN WHO DEFIES CIVILIZA
TION. The Chinese outbreaks against for-c-lint-rs
are the more formidable be
cause, as Is believed, they have the
tacit sanction of the Empress Dowa
ger. That extraordinary woman, who
Is empress in fact as we'.l as in name,
and In whose hands emperors and
yamens have been the merest puppets,
Is known to be intensely hostile t) for
eigners and to the Introduction of fjr
clgn institutions Into the empire. She
is the Incarnation of that old spirit of
excluslveness which regarded all the
human rac? outside ihe Celestial em
pire as "foreign devils." On more than
one occasion before the present the has
been known to oppose, etrnetlmcs ef
fectively, the increasa of foreign In
terests n China, and not only that but
all progress In civilisation and all re
form In governmental methods as well.
Her god is the God of Things as They
Are, and in his worship she is most
devout. Thus It seem not unreasona
ble to suppose that she has been In
sympathy with the "Boxer" uprising,
and has not only tolerated it, but has
actually encouraicel and aided It She
is, however, entlrel too astute to car
ry such a game too far. At the mo
ment when the "Boxers" pass beyond
mere murdering ' of missionaries and
come Into conflict with the military
forces of foreign powers she sees that
it Is time to manifest an interest in law
and order and the rights of forelgners
Accordingly her troops are ordered to
make a showing of suppressing the
rioters.
She may have done this in time.
There is little doubt that if she really
orders the army to suppress the "Box
ers" the "Boxers" will be suppressed.
For they are a mere mob, undrilled and
ill armed, with which even the Chi
nese army, poor as it is. could make !
short work. But it Is possible that the
orders have been given In so half
hearted a way that the army will not
exert itself, save in keeping out of the
way of the rioters. Or it may be that
the powers which have already landed
troops for the protection of their lega
tions will insist upon doing the work
cf pacification themselves. They .nay
even conclude that it is not In the
interest of civilization that such a sov
ereign shall remain upon the throne
of the world's most populous empire:
If she should be deposed and banished
there would be little room for pitying
her. Whether a substitute could be
found who would rule the empire bet
ter than she has done is another ques
tion. Better rulers morally might read
ily be secured. But in the peculiar
knowledge and the potent resources re
quired for the government of that em
pire the empress is almost unique, and
her place might be hard to fill. At
any rate, her removal would throw
upon some one a tremendous responsi
bility, such as even the most rash
might well wish to avoid.
It is an agreeable reflection that In
such responsibilities the United States
Is not likely to be Involved. This coun
try has wisely stood simply for the
"open door" in China. It has tak?n no
part in any of the scheme -stfJr flartl
jlonlnffpthat empire. It has marked
out no "sphere of influence." It hag,
moreover, entered no "concert of the
powers." It is co-operating with all,
of course, on impartial terms for the
protection of foreign property and Jives,
end It may be trusted to act with
vigor and effect to that end and for
the maintenance of its Just rights. Be
yond 'that there seems to be no oc
casion for it to go.
The gold democrats think of nominat
ing Dewey, but he is not likely to ac
cept the Invitatijn to be their candi
date. Mrs. Dewy didn't go Into this
thing for the mere pleasure of run
ning. .

ern education Is Inclined to teach the

THE COPPERHEAD GUN.
Lieutenant Ryan, formerly of the
First Nebraska regiment and now of
the Forty-fifth United States volun
teers, has written a letter from the
Philippines, quoted in the Nebraska
State Journal, which concludes with
these point-blank' sentences: "Mean
while we lose a comrade now and then.
The report says Idlled In action' or
'died of gunshot wounds.' Who holds
the gun to the Insurgent's shoulder?"
The question, "Who holds the gun
to the Insurgent's shoulder?" can per
haps be best answered by quoting the
preceding paragraphs of Lieutenant
Ryan's letter, in which he says:
"I know what Is said about the na
tives having backing from the outside
powers, but I am sorry to say the
strongest barking they have comes from
the United States. The Insurgents
continue fighting because certain trai
tors have by speeches and acts given
the Filipinos to understand that If they
hold out a little longer the next i resi
dential election vlll bring a change
of party and a withdrawal of the
troops.
I have been told this over and over by
the peaceful natives whom the insurg?nt
soldiers robbed of their homes, took
their clothing e wayand made them work
for them. Time and again I pick up
Insurgent papers with translations of
speeches made at home agalrm our
government. I see some of them have
been cheered by our fellow country
men. Surely, such a cheer would he
music to a soldier dying on the field
in Luzon!
Here we have a bullet for the enemy
in front and a bayonet for the knives
that creep up in the rear, but .how
can we reach those who stab us in the
back from home? When,, the fact is
settled that the States will uphold the
commander-in-chief of the army, then
will the war be ended. But Just as
long as the American papers repeat
those ineumcto speeches against our
commander and as long as they say
he will not be elected, Just so long will
some robbing leader hold a band of
thieves around him in hopes the Amer
ican soldiers will be recalled."
Next November will "bust" the gun
which our anti-imperialist friends have
been holding to the shoulder of the
mis-guided Insurgent.
