ORIGIN OF THE "BOXERS."
The Roxers are still a mystery to
the Chinese minister, who says they
were never heard of in China up to the
time of his departure from this coun
try three years ago. But a Chinese-
American named Sun Tow Pang ven
tures an explanation of their origin In
the New York Herald.
According to this authority the pres
ent troubles may be related back to the
disputes between the progressive party
which had the emperor for Us fig
urvhead and the conservative party of
. the empress dowager. It will be re
membered that the emperor blossomed
out as a reformer and Issued several
edicts which made the representatives
of eld China shudder with aversion
and dismay. Competent critics said at
the time that his methods were so
crude and arbitrary as to be utterly
impractical, though they were Inspired
by correct motives. Events Justified
their predictions. Superstitions, long
established customs and abuses could
not be overcome at a word, and the
reform movement played right Into
the hands of the empress. Like most
of her countryman, she hated the for
eigners. The reformers were the for
eigner's friends. Hence China for the
Chinese was the import "of a counter
revolution, and such of the reform
leaders as did not have their heads cut
oft were glad to escape to distant
lands. - -
Now Sun Yow Pang says that after
the empress was restored to power the
Yee Ho Chuan (righteousness, harmony
and fists, hence "Boxers") organized
their secret society to assist In ths
work of discouraging those reformers
who were not discouraged enough al
ready, and to help check the foreign
devils, among Whom, in spite of the
contradiction In terms, were the mis
sionaries. As time passed checking
became murdering, and the wicked
old woman either abetted or winked at
the crime. That Is why the Imperial
troops have made no headway against
tbe so-called rebellion and why the
powers have united In self -protection.
Apparently China's greatest need is
the deportation of the baleful Gno La
Sh?. We regret If we fall In the cour
tesy due the sex, but that sinister and
ancient dame ought to be sent to sea

years, and Is the only general com
mander In the field who committed no
military mistakes In our recent war
with Spain.
The now law relating to the army
provid's that the major general com
minding the army shall hereafter have
the rank of lieutenant general, and that
th adjutant general of the army shall
have the rank of major general. This
act promoted Adjutant General Corbln
who did not specially merit the dis
tinction conferred.
The rank of lieutenant general was
fir&rtrvted Jby congress after the re
tirement of Washington from the pres
idency and conferred upon him, who
died as lieutenant general of the army.
Our second war with England produc
ed one lieutenant general. General
Winfleld Scott won the battles of Chip
pewa and Lundy's Lane and afterwards
captured the city of Mexico. He was
promoted to the rank of lieutenant
general, and died on the retired list
with that rank.
Our civil war produced no higher mil
itary rank than that of major general
until the spring of 1S64, when the rank
of lieutenant general was created for
Grant. Soon after the Var the rank of
general was created, and Grant was
promoted to the highest military rank
known In the country, with General
Sherman as lieutenant general. When
Grant became president Sherman was
promoted to the rank of general and
Sheridan succeeded Sherman as 'leu
tenant general, muca to the disap
pointment of Generals Meade and
Thomas and their friends.
When Sheridan was on his death bed
the rank of general was revived by
congress, and Sheridan was promptly
nominated and confirmed. His last
official Act was the appointment of his
staff as general. A ihort time before
the death of General Grant he was
restored to the position of general, re
tired by act of congress and appoint
ment by the president
With the death of Sheridan the rank
of general and Ueutmant general of
onh army expired, and Generals Han
cock and Schofleld succeeded In turn
to the rank of commander-in-chief as
major generals. The rank of lieuten
ant general was revived by act of con
gress soon after Schofleld became commander-in-chief.
He retired In 1S95 as
lieutenant general, and until this week
he was the only man of that rank
In the army. Now, General Miles has
been made lieutenant general, and
hereafter the major general command
ing the army of the United States
will always rank as lieutenant gen
eral. jPongress legislated properly for the
promotion cf officers of the army, but
did not even attempt to make pro
vision for the proper promotion of the
gallant naval heroes who destroyi-d
the Spanish fleet at Santiago, and
achieved the greatest victory In the
world's history of naval battles. It Is
a blistering stain upon our government
that such heroism is entirely without
recognition, and solely because of the
arbitrary favoritism of the petty na
val bureaucrats at Washington. Any
other nation of the world with such
a record of naval achievement, would
have given honors with lavlBh hand
to those who were In the fight and
blotted Spain out of the list of the
naval powers of the earth.
There have been so many unpleasant
rumors about Spanish finances of late
that it is particularly gratifying to
learn that the latest government loan
has been subscribed twenty-four times
over, and that the general outlook of
the treasury Is now decidedly hopeful.
Spain still has within herself too many
resources of wealth and greatness to
perml; her Ignomlnlously to fall Into
ruin. Uncle Sam has always been a
"forgiving brother," and now that the
"latest unp!?asantness" has been dis
posed of, no further animosity can be
honestly felt.

and the Oregon election the country
passes at once from preparation to cam
palgning. Barely, lnd?d, has it hap
pened that the future has appeared so
clear as it does now, prior to the hold
ing of the national conventions. Where
there is anything like a well defined
public opinion swaying either party
its convention seldom gives the coun
try a sensation or surprise. There was
a closer approach to a variation in the
New York democratic convention than
the machine often permits, and yet a
delegation instructed to vote for the
nomination of Mr. Bryan, after be has
been making his own platform for
years in the most public way, could

entlons In various states has produc
ed the Impression that the capture of

considerably more probable than the
naming of any other man Instead of
Bryan, and when the final decision
of the national convention Is reaehed
it is likely to be regarded the safe and
shrew d policy to avoid any appearance
of shirking or censuring the declare I
convictions of the Inevitable candidate.
There has been frank opposition by
republicans to some of President Mc
Kinley's acts, but there has not been
the slightest Idea that any other man
would be or could be nominated, and
the succession of harmonious conven
tions has merely confirmed the pre
vailing assurance. It Is exactly at this
Juncture that the election In distant
Oregon has much significance. It Indi
cates the temper of the people regard
ing a presidential choice which there la
not the sllgh'est reason to suppose the
convention will alter. Between Mc
Kinley and Bry an In a state which gave
the president only 2,000 majority four
years ago, and which has since been
sharply In dispute, the election now
Indicates a majority of 8,000 or 10,000
It is a state In which tbe silver folly
long had great Influence, a state smit
ten mere than most others by the
populist epidemic, 'a state fronting on
the Pacific and more liable than almost
any other to be unfavorably affected
If any Invasion of cheap Asiatic labor
should come through the Nation's
backdoor. What state in the Union
which can be called even fair fighting
ground is likely to object to the great
policies of the administratlcn If Ore
gon does not?
All things considered, the election In
Oregon appears to leave the democrats .
without reasonable hope of obtaining
electoral votes from the Pacific states,
Even In that section, which has the
strongest direct interest In pending
questions of foreign policy, the derno
crats appear to have chosen an Issue
on which they have not one chance of
gaining anything, but many chances of
losing votes.
