It seems to be next to impossible for

lent, and always selfish Interference of
the n.iHuiy and naval bureaus. Tia-y
aie strongly entr'nch.d in power; they
. ore capable ;f helping or hindering
those who favor or offend them, and
as a rule they wield their power
against the interest of both the army
anil the navy and in the interest of bu-r-aurratic
favorites.
It is announehl chat the army bill
will certainly not be passed during the
present session of congress, and the
only reason given for It Is. that Ihe
military bureaus are not In favor of it.
It Is Intimated that a part of the bill
way ? through, i-mbra ing the promo
tion of Major-General Miles to the
lieutenant -generalship, and Adjutant
General Corbin 0 a major-generalship.
The military bureaucrats want to
strengthen lliemeselves by making Ad-Jiitant-Gencrnl
Corbin a major-general,
and thus reward a man who did
mere, next to General Eagan, to de-pioia'iZ'.-
the army during the recent
war than any oth?r man in it- The
promotion of General Mile3 is simply a
tub t the whale to secure, the pr,mo
ti.m and strengthen the power of the
military bureau of which Corbin Is the
head.
The best way for congress to legis- i
late for th? army and navy would be to
find out just what the military and na
val bureaus don't want, and then crys
talize it into law. They have both
been a curs'? to army and navy prog
ress, to army and navy dignity, arii a
stain upon army and navy-honor, and
the sooner congress cuts loese from the
bureaucrats both In the army and
navy, and legislates on common sense
principles, giving equal and exact jus
tice to all according to their merits,
the sooner will the army and navy

Never in the history of any nation
has tlws? been such a reproach as that
unJvr which ihis country is now sut
uring for its refui.il to recognize the
heroes of our recent war. The naval
battle of Santiago was the most bril
liant nival achievement in the history
of the world, and the only promotion
attained because of that victory was
that of a captain who wasn't in the
fls'it at all. Not one of the heroi
sailors, who in a few hours struck
Plain from the list of naval powers,
has b'.-n advanced beyond the regular
tndinary promotion that would have
come had there been no war.

But here is a curious fact which
would seem to show at first sight that

mechanic of the early part of the cen
tury it may be said without exaggera
tion that he lives like a prince.
For confirmation let us turn to some
other tables. Fruit is still consid-red
a luxury, as meat once was. but the
consumption of fruit and vegetables
per head in Great Britain Is twelve
tlms what It was forty years ago. So
great is the demand, so cheap and
abundant the foreign supply, that the I
business of furnishing the market has
changed entirely. The home producer
who was used to the narrower days and
ways has been unequal to the compe
tition. "Orchards and market gardens
in Great Britain seem to be an industry
that is going to ruin."

ing consumption per inhabitant:

Coffee, which forms the single excep
tion to the rule of increase, is not re
jected for economical reasons, as the
other figures prjve most conclusively.
Consumption of tea has mor? than
doubled, that of sugar has almost
trebled, that of cocoa has increased
seven-fold and more. The decrease in
coffee is explained by tl.e fact that the
British prefer other beverages to cof
fee. But Great Britain sells as well a
buys, and the -luestion may be asked,
Has she not suffered 'osses by the fall
in prices which offset her gains? Mul
hall calculates the loss In twenty years
at S3,oOQ,000. the gain at $135,000,000,

$5f00).'ni0. He say, also, and this has
a vital bearing upon the uestion of
the country's capacity for defense In
time of war, that she could raise most
of her Imported food. If that were nec
